"All you've done in your time in office has been destroy our homeland. What we had here is gone now, thanks to your shortsighted policies." Prime Minister Winter said. "What used to be forests that sustained the industries of our forefathers are now showing signs of desertification. The remaining forest is no longer expected to sustain itself. This island is dying. And after a long period of deliberation and study, we have come to only one viable conclusion. In twenty years, this land will not be able to sustain our current population growth. We have to find someplace else to live."

The blowback from the opposition was swift as Labor party leader stormed to the podium. "I've heard enough of this. If this was even possible for any nation to undertake, we'd be turning our back on our entire history. Besides, I doubt there is any tangible evidence to back up these ridiculous theories."

The Prime Minister gave her opposition a hard stare as she took a single brown folder and handed it to the enraged Labor party leader. "This is it?" he said, looking at her suspiciously.

"No, sadly, that's the index." Winter said, gathering her composure to address the assembly again. "Our options are limited. We are proud of our history and traditions, but tradition will be poor consolation when the farmland becomes too dry and the people start to starve."

"You want us to unilaterally decide to move an entire nation to some random place?" A MP sitting in the second row yelled, standing up. "We don't know where we could go, even if it was possible."

"It's not going to be an easy decision, or an easy road ahead. But the difficult road is the only one to survival. And considering the importance of this decision, it's much more than any of us here could be trusted to handle. And I can think of nothing more important to be put on the ballot in the next general elections."

A vote was swiftly taken and passed perfectly on party and alliance lines, as they usually are. The Conservative party's decidedly unconservative move, as it was turned out later, had been planned for years as a last-resort ploy in case the balance of power was starting to shift away. But as the scientists inspected the theories, one by one they regrettably pronounced them sound. An overwelming Conservative victory on August first cemented the deal.

Six years, an immense number of sattelite photographs, and a few behind-the-scenes deals later, a fleet headed by the fleet carrier Alliance and battleship Improbable had sailed their way a decent distance around the world to begin performing visual checks on one of a few final prospective areas for the reemergance of the nation of Casari.

As helicopters began to spin up and fly off towards the uninhabited island, the Captain of the Alliance looked at the island through a pair of binoculars. "I'm not sure what you guys think," He said to the bridge crew, "But we might just have a winner."

The Coastal Protection Service was the official name of the organization that patrolled the territorial waters of Legalese, but that did not prevent the head of it from being the Admiral of the Navy, the military head of all water movements, save the Chancellor himself. An Army Man, the Admiral commented in disgust from his command post in Iudica.

His thoughts were interrupted by his private line. "Hello?"

"Sir, Fleet Admirial of the Strait reporting here", said the voice on the other end. "Radar and visual reports have confirmed a rather large fleet entering the Nemyan Strait. They are in the territorial waters of the island to the east of us. Do you have any instructions?"

The Admiral paused momentarily. "Have you made any attempt to contact the fleet?"

"We have not, sir. But a visual of the lead ship seems to indicate that they are Casarian."

As soon as the last word of that sentence was uttered, the Admiral knew what was next. "Please keep your line available, Fleet Ad. I shall have further instructions momentarily."

After hanging up, the Admiral opened his secure drawer in his desk. He had received a sealed envelope from the Chancellor, with explicit instructions to remain sealed until word came of a Casarian fleet nearing Legalese waters. The Admiral opened the envelope, to read the instructions inside:

Admirial,

These instructions are to be followed immediately in the case of Casarian naval units nearing Legalese waters.  As soon as there is visual confirmation of a Casarian ship in the viciinity, you are instructed to do the following:

1) You are to establish radio contact with the fleet, and confirm their identity and intent.  It is our belief that their intentions are friendly, as they wish to settle the island to our east.

2) As soon as the fleet is confirmed to be Casarian and friendly, you are to offer any assistance that your Strait Fleet is able to provide.  You are instructed to not allow any members of the fleet to enter international waters, unless so requested by the Casarian fleet.  Take care to not overly compromise your defensive positions in the process.

3) If confirmation is not recieved, or territorial waters are breached, you are instructed to hold fire, until either fired upon, or until it is vitally necessary to protect the homeland.

4) Within 15 minutes of opening this letter, you are hereby instructed to inform the Chancellor personally on the situation.  This should allow sufficient time to express your orders to the Fleet Admiral.

The Admiral dictate his instructions to the communications officer. "Comm, contact FleetAdStrait, and have him establish friendly radio contact with the Casarian fleet. Give him the verbatim instructions from the Chancellor's order. Than put me through to Chancellor Robinson."

"Captain Sartora, we have incoming messages." The Captain lowered his binoculars slowly. "They're Legalese. Just a bunch of friendly greetings and offers of assistance."

The captain nodded slowly. "More or less what we expected. Offer their commander my compliments and thank them, but turn down the offers of assistance. I don't think we foresee any problems at the moment." Nodding, the radioman quickly got to work as speaking from another direction attracted his attention.

"Sir, The Colonel says that the first lift has landed and camp is being set up already. The first survey teams have already dispersed into the bush, and more are assembling for the second lift on deck."

"Make sure we get reports every hour, I want to know exactly what's going on out there." The underlings quickly nodded and went back to work as the captain once again resumed his scanning of the coast. "Well, it seems that everything is going to pl-" he said, before he was cut off once again by the radioman. "Sir, word from home. We have politicals coming, they should be here tomorrow morning."

For the first time of the operation, the Captain began to feel a little queasy. "Maybe we turned down the help a little too soon." He muttered under his breath.
