The Lamonian troop ships were pulling up to the same harbors that they had originally dropped the Lamonian troops off at; but they would be moving fewer troops back to the homeland. There had been many casualties to the involved units, and they were glad to be going home. Former Latao had some very pretty countryside, no one doubted that, but it just wasn't home. The men packed their equipment, put it onboard the troopships, and then went aboard. When the last troopship had taken off from the harbor, a signal was sent to Nyssa informing them that the occupation zone was ready for local policing.

"Sir, the Lamonians are moving out of their occupation zone in the Barrens...and the Nyssans are moving in," stated the Lieutenant.

"What possessed them to allow the return of the Nyssans is beyond me. Now we're going to have to deal with them from both sides. Its not like there isnt enough trouble here...," General Khodor sighed.

With the Lamonians departing ex-Latao (having agreed to give the land back to the Nyssans), it was a matter of time will tell for the Nedalians concerning how that will affect the security in the Western Territories. There wasnt any doubt that there was a radical faction that wanted to be reunited with the Nyssans, and that threat was to be eliminated. By and large, all the people of Latin descent that had chosen to stay in the Western Territories and become Nedalians were satisfied with their lives, except on the northern and western strips were all the trouble was brewing. The Western Territories was, no doubt, still a country who's infrastructure represented that of a region coming out of a brutal war, but with Nedalia's economy growing stronger everyday, the ability to trasform the area was there.

Out of the Western Territories 400 million population, almost 70% were of Latin descent.

The NEC has stated several times that its doors for talks are open to Nedalia. We think that it's important now to exchange words.

We have an interesstign situation here and history will judge us.

KAFRA, NEDALIA - We report this breaking news live from the capital city. It seems that the word has been released about the status of the Western Territories and the new happenings within it.

The most important has been the government's approval to make the Western Territories the first ever "state" within Nedalia, complete with its own state capital and even its own governer. Thus far, President Bren has been adamant about keeping Nedalia united as one, refusing any attempt to split Nedalia into smaller regional governing bodies. The national government has taken control of matters from village problems to national ones, and has done so rather effectively. However, the Western Territories and its own complexity has proven to be quite a stretch for the government to control directly from Kafra, thus leading to the desicion to make it the first ever state in Nedalia.

The State of the Western Territories will find its new capital situated on the eastern shores of the newly named Wataniyah Lake, and the name of the city has been decided to be Tramonte, after the Roger Tramonte, the man who originally expressed the idea of having a state within Nedalia. The current site of Tramonte is a destroyed, deserted city whose name is unknown, with experts claiming that it used to house about 2 million people. The Tramonte Project is quite a large one, with many lucrative deals awaiting offers. The city will be built from the ground up, and the Nedalian government has announced it will also accept offers from companies based outside the country regarding any construction of the infastructure of Tramonte. Those interested should state what they would be specializing in, and what would they be doing exactly. The more detail presented, the more likely the offer will be accepted. The announcement from the office of President Bren, to give the Latin-Nedalia territories more sovereignty within the nation was unexpected over in Luciariy-City, especially the note that Nedalia is willing to grant access to its market even for “companies outside the country” as that would theoretically include competitors from Latao & Nyssa, as they were not exclusively locked out.

To be honestly, this move of the Nedalian leadership was quick, clever and fast and it wasn’t expected by the NEC in such a short time, since just a few days have passed since the outer-western areas were given back from Lamoni to Latao & Nyssa – therefore, no one in the Schloss* knew what should be done now.

There aren’t any concrete plans yet in the political Luciaria about the future of the Wolfsschanze, because no one really thought that the area would be returned to the legal heir state of Latao that quickly.

The most logical idea seems to be to create a regular district inside the Confederacy with the same constitutional rights as the others, meaning it will have its own local governing bodies and representatives and senators in the national parliament.

By taking a closer look at the situation, the parties have to face some challenges. The biggest problem might be the existence of armed terrorist groups in the region which Nedalia is accusing Nyssa to support them and the unclear relation to Nedalia itself. Finally there’s also the question of money – the re-building and development of these areas requires giant financial invests that could debit Nyssa’s still growing economy. Best might be to observe the situation on the other side of the new border to see how things are developing in West-Nedalia, while the Wolfsschanze is temporarily administered by a local council of regional representatives with contacts over to Luciaria.

The most urgent task now that the Lamonian forces left is to protect and to secure the international border to Nedalia, since the Wolfschanze is yet a weak region and Nedalia has yet once ambushed Latin territory and annexed land – the people are dangerous if this could happen again, but on the other hand the fear of the aggressive neighbor is still present in Nedalia – a fact that makes that kind of questions highly sensitive.

Since the issue Wolfsschanze/Tremonte/Nedalia still seems to be an uncomfortable problem in Luciaria, linked with high risks for a politician’s personal career, the request from Lamoni was submitted to Maurice Clay Ragazoni, chairman of the local citizen council in the Wolfsschanze.

Mister Ragazoni decided to travel to Nephi where he want to find our more details about the suggested Lamonian consulate in the Wolfsschanze. Especially the number of personnel, the question of their level of arming and the role of Nedalia needs to be cleared out. The local council doesn’t have fundamental objections against the common project, therefore we would also need to discuss a possible location for the office. In case the talks show, that the consulate should strategically located near the international border to Nedalia, we might have to include their officials to prevent unnecessary provocations – especially if the consulate staff is armed and uniformed.

After Nedalia rejected the international state contract regarding the status of the former Lamonian occupation zone (Wolfsschanze) it seems to be unlikely that Latao & Nyssa VERZICHTET to fully re-build and re-arm its military, since safety and protection must be guaranteed, as the local police forces come to their capacity limits, especially when it comes to border protection.

OCC: Nedalia – could we use the current riots in France for some RP, did you notice them ?

With the arrival of Chairman Ragazoni, things were expected to be kicked into high gear. The Chairman was brought to a secure video link with President Stone; which would be how the meeting would take place.

Stone started the meeting. "Chairman Ragazoni, as you already know, my nation has requested that we be allowed to place a consulate in the former Lamonian occupation zone. We feel that such a place can be used as a secret meeting place for talks between the Nyssians and the Nedalians. Our security arrangements can be discussed if and when we recieve your permission to build the consulate. We would even take any suggestions that you have on WHERE to build the consulate. I know that you have questions about the project, so feel free to ask them, and I shall answer them the best I can."

The chairman was somewhat irritated, that President Stone didn’t think it’s necessary to receive him personally, he felt obviously not important enough, but decided not to show any mime of that affront during the video conference, since he knows that the Lamonian financial household is in a horrible status, so they probably can’t afford to receive him in a nice hotel or something like that ;-)
Of course, if Stone wanted that consulate he shall pay it – that was the clear he received from the NEC before taking this trip to Nephi, but Ragazoni was a too good player to shout that at the President’s face.
Hello Mr. President, this is Maurice Ragazoni, sent from Latao & Nyssa. Thank’s for providing this platform, I hope you’re not too busy these days as there many issues demanding attention of a state leader – I heard the Lamonian delegation has meanwhile arrived in Luciaria to join the Wattenwil round table.

As for your suggested consul center in the former Lamonian zone, I may pronounce that there are basically no objections against the project. Finding an ideal building will be another question, as the Nedalians destroyed nearly everything in the bigger cities in the zone. Be sure that the spatial authority (Federal Office for Spatial Development) quickly signs the required allocation to begin construction work in shortest time.

We offer to put the future consulate under international embassy law, making the building in fact Lamonian territory. As the Wattenwil-talks will cover discussions about the rebuilding of Latao’s army, we think that the consulate center maybe protected by regular military police members of Latao & Nyssa, since the building might not be constructed before the army is rebuilt.
For the process of evaluating objects and grounds for your construction project, you are free to bring your own security staff to protect your engineers and dealers, which maybe armed if desired. Please note, that armed Lamonian personnel must be escorted by Nyssan police forces.

To better secure the financial invests, we allow the option of extending the consulate to an economy & trade development center, once it’s diplomatic means are not that important anymore. As you wish the consulate to be ‘secret’, we suggest that it’s built and managed by a local real estate company under your government’s supervision.

The last information I need, is how much diplomatic personnel you need there. I expect that Lamonians are allowed to enter Latao & Nyssa without visa permission, but these details are subject to the Wattenwil talks currently being held at Luciaria.

I would like to thank you for your generosity in putting the consulate under international embassy law, and we would welcome Nyssian MPs to perform perimeter security for the consulate; as you have stated that the consulate itself will become Lamonian territory. We think that a location in the center of the former occupation zone... can we think of better name for the area than that? Anyway, we think that a location near the center of the zone would be ideal for the purposes that the consulate would initially be put to use for. We shall take you up on your offer of extending the consulate into a trade and development center in addition to the diplomatic functions at the heart of the consulate. As for numbers, I would expect that the consulate itself would need only about half as many people as a full fledged embassy, but that the trade and development center would make it so that it would require the staffing levels of a full embassy. We agree to the secrecy provisions that you have stated until the current tensions between Nyssa and Nedalia have blown over, and we can reveal the consulate as an example of international co-operation."

KAFRA, NEDALIA - The Tramonte Project continues to be the focal point of the Western Territories, with the Nedalian government entertaining many offers on the construction of the city. There seems to be a deal focused on providing Tramonte with what is called an "optical electric grid", and although the specifics of where and how have not been released, it is believed that the deal has all but been confirmed.

On going negogiations with companies from the Austar Union have continued, and although no press release has stated that any deals have been worked out, a deal is not far from the tables if the language of the officials is anything to go by. Once the electricity is up and running, heavy construction can begin.

The Nedalian officials also sent word that there is still many, many openings for companies in the Tramonte Project, and for any interested to get in contact with them.

Candidate List for Western Territories Released


KAFRA, NEDALIA - The Candidate List for governer of the Western Territories was released last night, ending speculation on who exactly was going to be representing their respective parties. As was announced a few months ago, the Western Territories is to become Nedalia's first state within the state, complete with its own governer, the role all the candidates will be fighting for.

Aside from the reconstruction of Tramonte, there is little else to be positive about nowadays when it comes to the Western Territories. The northern and western strips continue to be volatile areas, with fighting everyday between the several factions, and deaths continue to mount. The blame lays, ofcourse, but the lack of Nedalian authority, as the Nedalian Army has done a terrible job of controlling the areas. The rest of the area continues to dilipitate, with infastructure so poor that it just could be a breach of human rights to have someone live in the region.

Another key issue is, ofcourse, the Latin-Nedalian population. Their vote will play a heavy role, and although the population from mainland Nedalia is slowly increasing, the majority of the people are of Latin descent. The number has decreased since the Khazaronian "Return to Nyssa" mission, which transported anybody who wished to go to new Nyssa, but they remain the main voting power.

The 4 Candidates represent the Nedalia Liberal Party, the Labor Party, the Reform Party, and a new party exclusive to the Western Territories, the Western Territories Nationalist Front. Here are the candidates:

Nedalia Liberal Party: - Donny Stack

Labor Party: - Brian Swift

Reform Party: - Khalil Akhdar

Western Terr. Nationalist Party: - Phillipe Morrier


The NLP's selection of Donny Stack came as no suprise. The man behind countless endevours to Lamoni and Khazaron, Stack was the leading delegate behind Nedalia's SDL campaign, and was also responsible, along with President Stone of Lamoni, for getting the then warring Khazaronian parties together. Out of all the candidates, he is the most experienced. He will, ofcourse, keep the same policy as Nedalia's current NPL dominated government.

Brian Swift, however, is an unknown. The Labour Party has been losing ground since its introduction as Nedalia's 2nd political party, and hasnt found the support it had hoped for. Their numbers have always been strong around Captera, but their support dwindles significantly outside of the mining town. The Labour Party has repeatedly said that the resources available in the Western Territories need to be protected, with profits given to the people and the workers. That will be the main issue Swift will be fighting for going into the election.

The Reform Party has grown significantly, even winning the battle for Mayor of Aanjar, Nedalia's 2nd largest city. Their numbers have been increasing throughout Nedalia, but especially in the north-western region, in Dorpar, Momesta, and Aanjar. Their main platform has been consistent since Day One: more focus on education and spiritually, coupled with strong economic growth. Khalil Akhdar is a fine candidate: level-headed with a strong character.

The Western Territories Nationalist Front is perhaps the most extreme out of all the parties, and the least expected to win. Phillipe Morrier, the leader of the party, has been calling for stronger relations with Nyssa and less reliance on mainland Nedalia. He even outlined a detailed, step-by-step procedure in which the Western Territories could become one with Nyssa, which Kafra quickly condemned. There have been strong rumors that the WTNF has its own militia battling in the northern and western strips, something which Morrier denies.

ELECTION DAY MARRED BY VIOLENCE

What should have been a step forward for the Western Territories ended up being a day of fear and sabotage. Polling booths all over the new state where attacked, and estimates have the civilian casualty count at about 200, and still rising. This latest spat of fresh violence has also been the most widespread since the inception of the Western Territories into Nedalia.

"This is worrying, considering this was to be a day where a new era was to begin here. Unfortunately, it seems that the new era is not the one everyone had in mind," commented political analyst and Western Territories expert Clay Sutton.

Sutton raises a valid point. What was being billed as a step towards peace has ended up being the opposite. All 4 candidates have been quick to release statements condemning such attacks, but rumors have already started circulating that WTNF candidate and leader Phillip Morrier had been behind atleast some of the attacks, something which he is outright denied, calling such claims "ludicrous".

The violence has overshadowed the actual election process, which continued all the way up to 9 PM, when the booths officially closed. The results are as of yet unclear, but throughout the day, it was reported that the NLP's Stack had developed a lead strong enough to make him the new governer of the Western Territories. What has been suprising, however, is the apparent number of votes Morrier has received. Nothing will be clear until the sun rises tomorrow and the official counts are made public.

Results Released Amidst On-Going Violence

A third straight day of heavy fighting in the northern and western strips, as well as random mortar and explosive attacks in countless other cities scattered across the Western Territories, has overshadowed the official results of the elections for Governer.

As expected, it was the Nedalia Liberal Party's Donny Stack who won the majority of the votes, estimated to be somewhere around 40%. In 2nd place was the Reform Party's Khalil Akhdar, with 25% of the votes, but the big suprise was the number of votes the Western Territories Nationalist Front's leader, Phillipe Morrier, managed to get. Approximately 24% of the votes went to the radical WTNF, a worrying sign for the government back in Kafra. In last place was the Labour Party's Brian Swift, who got 11% of the votes.

Governer Stack released a statement shortly after the official results came in, claiming that "this was a new step forward for the Western Territories" and that the first move "would be to ensure all residents of the Western Territories can sleep at night knowing that they are secure and safe."

A major talking point, especially within residents of the region, was that none of the candidates (with the exception of Phillipe Morrier, who is an ex-Latin citizen) were born or even lived in the Western Territories, an issue which many experts claimed was the reason Morrier was as successful as he was. Regardless of that fact, Stack still managed to get the most votes, but many remain sceptical of whether Stack can actually relate to the people and have a successful 5 year term.
