QUOTE (Aerys Fyreskar)
"The betterment of peace in the Region is valued by both the Regional Council, AORDO and the Strategic Alliance, though not, it seems, by the members of the Federation of Like-Minded States."

Newly elected Bedistani Foreign Minister Ryan Ebert watched the AORDO president's speech live on BNN. "And what exactly gives this guy the right to make such a slanderous statement? As a matter of fact, I think I'll give him a piece of my mind."

QUOTE
From:  Ryan Ebert, Foreign Minister, Grand Dominion of Bedistan <rebert@foreignministry.gov.bd>
To:  Aerys Fyreskar, President, Atlantian Oceania Regional Defense Organization

Sir:

I feel that I must personally defend the honor of the Federation of Like-Minded States after the comment you made in your speech to our region's leaders, which quite frankly borders on slander.  The FLMS has never had the intention of opposing the "betterment of peace", and I am appalled that a man of your position would be inclined to make such a sweeping (and false) generalization.  I would like to remind you that Latao and Chacor are not the only members of the Federation, and they appear to be alone in their more aggressive tendencies (and Latao moreso than Chacor).  While other Federation nations, like Bedistan and Druida, haven't done a thing because we simply don't see the current situation as being any of our business (though if Federation action were to take place, the Grand Dominion would comply).

In future, I suggest you conduct better research before making such misinformed statements.

Sincerely,
Ryan Ebert
Foreign Minister, Grand Dominion of Bedistan

"Oooh," Lord-Commander Fyreskar said, "if I'm not careful he'll hit me with his handbag next. He'd better check the charter he's signed up for, as there's nothing about promoting peace in the rag he signed up to."

Subj: Latin Involvement

Warmest Greetings,
We must at this time emphasise to the Latins that NONE of their involvement is required at the time of intense conflict in a region where there have been past skirmishes between them and one side of the conflict.

Your prescence, my Latin counterparts, only serves as a catalyst for further conflict, which I am desperately trying to avoid. As such, any Latin troops found operating in the south of Chacor, or the north of Sarzonia, by Chacoran forces will be taken as Prisoners of War, until they can be brought back to Chacoria in the north for deportation. Should the Chacoran forces meet resistance, they have been ordered to fire in self-defence.

This is not a declaration of war, instead, it is hopefully a method to bring peace. The Latin involvement leaves us with no other decision. Should the AORDO or FLMS object, we hereby request the respective forces remove Latin forces themselves.

Thank you for words Thomas.

After discussing your telegram, the NEC will set its idea of sending police troops to protect our citizens aside.

For the few citizens of Latao still residing in the region, we demand safe conduct to leave the area in case they wish that.
Another quarrel of Sarzonia that ends to violence against our people or their international rights is not accepted this time and would have consequences.

Karl Tiresen was tiring of his role as supereme ruler of the Sacrosanct Realm of Xile, and hoped only for a quick end to his service. However, his reach into politics was innately limited, so his attempts to regain President Adonis Lauir were taking beaucracy-ridden time.

The intermin-president, with all his limited diplomatic knowledge, did understand how to react to the current situation. He understood that any action that went forward to undermine the FLMS was a move that strengthened the SAAS. With that idealist maxim in mind, he decided to act.

He personally called six commanders to his office. To two of them, he ordered them to have their 20 troops each uniformed in usual Sarzonian regalia. He also ordered this group to search out, identify, and massacre any Chacorian citizens without prejudice.

To the other two commanders, he had them dress as ordinary Chacor citizens with a red bandana on their heads. They were to pronounce themselves as the 'Chacor Liberation Army' and fire upon any and all Sarzonian/Ryloss peacekeeping forces, maintaining and screaming their mission upon each successful kill.

The last two commanders were sent to watch over the other four. These two were given orders to kill all troops who were close to being compromised, and to refurbish the troops with wepaons and ammunition should the need arise.

With these orders in mind, Tiresen sent the troops ahead. The killings would ensue, as firefights broke the silence of the night.

"We interrupt programming to bring you breaking news. There have been reports of a suicide blast along the northern Sarzonia-southern Chacor border, and sources claim nearly fifteen have been killed and at least forty wounded. More news as it happens, although police, Sarzonian, Chacoran and AORDO forces in the area suspect Xilean activists."

Victor read the reports. "Gray-helmteded Starblaydians shooting at unarmed detainees? Settlers calling themselves the 'Chacorian Liberation Army'!? This has to end, NOW!"

Victor dictated an urgent secure message to his fellow island-mates:

QUOTE

To: Chacorian, Sarzonian, and Rylossian Leadership
From: Victor Jordan, President of The Allied States of Giustizalia
Subj: Escalation of settler conflict

Gentlemen:

I have just read the reports of increased hostilities in Northern Sarzonia and Southern Chacor between both the "peacekeeping" forces, as well as from armed settlers.  We have made calls to have a joint peace summit here in Tazilik, and still welcome your delegations, but it is clear that more urgent action needs to be taken.  With that, I propose the following:

-A joint-task force, called "Operation U-haul", is to be created by our four national armies/militas.  Command will be shared by an appointed member of from each flag.

-This task force will have two primary tasks: the orderly, peaceful, and safe movement of all unarmed detainees across the Chacorian border; as well as the protection of all civilians in Northern Sarzonia from outside/rebel groups, such as the so-called "Chacorian Liberation Army".

-All armed forces from other delegations, including those with the AORDO, should be withdrawn from the "hot spots", with our thanks for monitoring the situation.  As such, Lord-Commander Fyreskar should be invited to observe and consult with the task force, should his experience be needed.  We need to recognize that the best way to solve our problems here is by working together, and keeping the solution local, if possible.

I hope to hear from all of you as soon as possible.  I have been authorized to activate Giustizalian Milita Forces, and will provide a number of light infantrymen to help settle the conflict in the south.  I thank you for your consideration.

Yours,

Victor Jordan

[OOC: Xile, I'd *love* to find out how you managed to get a hold of Sarzonian uniforms since my government has outlawed any trade with your country.

Also, I'd love to know how you'd manage to get through what would undoubtedly be tight security to get your insurgents into the disputed territories. You're assuming that my security systems would be lax and in a near-warlike situation, they wouldn't be.]

IC: "While we agree with the urgency that now applies to the peace talks, we must now insist that any "peacekeeping" forces be under direct Sarzonian or Rylossian supervision. Secondly, we insist that any communication that is directed to me is copied to Lord Sero Tenal of Ryloss, due to the close relationship Sarzonia and Ryloss enjoy.

"Due to the increased violence in northern Sarzonia, we have declared the Crystilakere Channel to be an Exclusion Zone. In addition, we will increase from our normal status of DEFCON 4 to DEFCON 2 and increase naval patrols of the Crystilakere channel. Any unidentified military vessels will be given one verbal warning or they will be fired upon. All ships must submit to a full inspection of their cargos before being permitted to pass. Any cargos that are construed as being military cargos for any rebel forces will be seized.

"Any aircraft that pass into the Exclusion Zone shall be instructed to clear its flight plans with Sarzonian air traffic controls at least three days in advance of flight. Any aircraft that does not do this will be subject to being fired upon. Any foreign aircraft must submit to a full search and any foreign aircraft that flies in Sarzonian airspace must be escorted by ISAF jets for the duration of their flights. Any aircraft that does not meet this requirement will be considered hostile.

"We have activated our Ready Reserves and are beginning emergency refits of hundreds of warships that are currently in various states of disrepair. We hold out hope that this situation between Sarzonia and Chacor can be peacefully resolved; however, we feel that we must be prepared in the event peace is not an option."

To: Giustizalia, Sarzonian, Chacoran Leadership
Subj: Re: Escalation of Settler Conflict

"I would remind President Jordan that all Chacoran settlers not actively engaged in rebellion are being held in Rylossian POW camps. No "Operation U-Haul" joint task-force will be allowed within our borders. Any foreign army, aside from Sarzonian forces, that enter our borders will be treated to a large-scale thermobaric artillery barrage.

The prisoners are being well-treated. All rumors of torture or genocide are false. The POW's shall be released at my sole discretion.

In regards to Prime Minister Douglas, if you wish for any of the rebels near your border to be taken alive, say so now, and provide a damned good arguement as to why I should risk my troop's lives. By that, I don't mean "They're Chacoran citizens and should be dealt with by us", I mean, give me a compelling reason to put my country's forces at further risk, why I should risk having to explain to someone's parents, or spouse, or children, why they're child, or spouse, or parent isn't coming home."

(OOC: No, I didn't mispell 'architect'. Also, the public record thing is to give other nations a legitimate explanation for having read this letter and responding to it.)
