Patriarch Khara was enjoying a nice cool day, walking through one of the gardens on the palace compound. In truth the only reason it was 'a cool day', was because the entire area in which he was walking was constantly misted with water and an outdoor AC system had been set up as well. Otherwise the heat would have gotten to him long ago.
Walking past a row of rather gorgeous looking ferns, Khara toke a seat on a wooden lawn chair, reaching over and taking a sip of rum from a glass that had been placed on a nearby stand. His head turned to face Danielle Uram, Minister of Foreign Affairs, as she toke a seat next to him in an identical chair.
"I need you to carry out a special assignment for me." Khara said. Danielle's eyes quirked.
"What do you have in mind?" she said curiously.
"Well, I've been planning on upgrading our naval forces for quite some time now, but the recession dashed my hopes of getting any of that done until just a few weeks ago, when the Khazaronian National Bank announced the domin had finally made the climb back up to equality with the dollar." Khara stopped to take a breath.
"I don't see why you are telling me all of this." Danielle said. "Why not tell Michael, or any number of people in the Ministry of Defense?"
"I already have talked to him and informed him of my plans. What I need you for is to contact Portland Iron Works in Sarzonia for me and let them know that we are interested in doing business with them."
"Is that such a wise idea Highness?" Danielle replied, a sight bit of worry in her voice. "How will the people respond to the matter of a foreign nation taking over the supply aspects of one of our more prominent forms of military service."
Khara let out a hearty chuckle. "Relax Danielle, we're only asking them to help upgrade our navy, not take over production on a permanent basis. Beside, they are our allies, what would we have to fear from them? They're some of the best naval facilities in the whole world, we should be so lucky as to have them help us."
Danielle nodded reluctantly. "Still I worry about any backlash this may have."
"Don't. Now what say we have lunch out here this afternoon." Khara said with a smile.
Later on that day, Danielle composed the message she would send to Portland Iron Works.

On behalf of the Patriarch, the Khazaronian Navy, and the Ministry of Defense, I would like to present to you a business offer. The Dominion, for some time now, has been wishing to upgrade its naval equipment. Due to your corporations reputation of being the foremost in naval production, you where the first to be brought up when deciding on whom we would contact.
While the eventual plan is for us to upgrade the entire Khazaronian fleet, we will focus now instead on upgradding just the primary fleet of our navy, with hopes of moving on to the others at a later date. We wish to open up negotiations with you as soon as you would permit, and should it be required, we have already prepped visas for those that may have to travel to Khazaron for the process.
We look forward to your reply and the possibility of working with you.
