Because parts of your island, as well as the two east of it, are not in AO. That area was part of the Terranordalis region, until CH decided to move the region to AO. Therefore, the land came with it, but not all of the countries did. Those white areas indicate lands occupied by Terranordalian nations that have not joined AO.
