Ignoring the fact you don't actually need a shuttle itself to get into space, and that it's just a handily re-useable vehicle, Starblaydia's vast array of satellites are up there because of our vastly inefficient and very expensive rocketry research.

The point being, we can get up there, but doing anything while we're up there and coming back down to earth while we're at it is the main problem.

I would suggest that we start out with researching something like the RL Russian Soyuz space vehicles.
