Changing of the Guard

The National Flag Act ‘06 has been passed and the Commonwealth of Delesa has donned a new national flag. The new flag will be raised in front of the Parliament with a huge ceremony. All nations willing to see this historic event are permitted to attend, with that in mind, nations at war are not allowed to fight, and with that, nations at war will be separated in the seats. If the government leaders feel it is not safe to show up personally, a country representative would be most appreciated. On this historic day, the old flag will be lowered and the new flag raised. Hence the ceremony is called Changing of the Guard. Note to those nations that are afraid of an assassination attempt, security will be handled by Delesa and Delesa alone, unless a neutral nation would like to assist. May your nation be able to witness this event.
