Norwellia is a nation of utopians with a dream of making the cooperative system work on a grand scale. Private enterprise being illegal, workers operate their trades collectively (generally by total consensus, although there is no hard and fast rule and exceptions abound), forfeiting almost all revenues to their regional cooperative and billing the government for a standard hourly wage with added bonuses for hazardous duty, overtime, work that is vital to the success of the cooperative system, acts that bring fame and glory to the nation, and other things. The twelve regional cooperatives, and, to a greater extent, local neighborhood collectives, are generally trusted to enact their own community standards. The only exceptions to this principle are freedom of speech, freedom of association, social justice, environmental stewardship and basic civil rights; in these areas, a small cadre of far-left-wing elected officials enforces the guarantees of the national constitution.

Legislation is generally argued by groups of hundreds of interested citizens (who call each other "colleagues" as a title, comparable to "comrade") at the House of Debate in downtown Winston, who must reach consensus along a set of strict guidelines to pass a bill into law. The national economy tends to slow to a grinding halt while workers leave their storefronts and factories to debate particularly controversial issues in the capital. While the nation's economy is frighteningly weak by capitalist standards, workers often provide one another with the basics--staple food, shelter--for free, especially when missed paychecks pile on top of one another, as they tend to do in tough times. This part-time or pseudo-gift-economy makes Norwellia a haven for artists and writers of all kinds, who may ply their trade without regard for supporting themselves and their family at a basic level.

The Norwellian people are a multicultural sort, who tend to appreciate the contributions of all workers, and welcome immigrants at an economically back-breaking rate. While moving to Norwellia is not financially appealing to many, subversives, artists, free thinkers and oppressed peoples of all kinds pour into the nation at a steady rate to enjoy a nearly unparalleled level of personal freedom. It has a terribly low standard of living, but there is virtually no division between the richest and poorest, and nobody goes without food or medicine.

Norwellians tend to enjoy sports, especially association football, gridball (American football) and hockey. Each of these sports has a major professional league, although the NFL (National/Norwellian Football League) dwarfs the others in size and popularity, with a rapid rate of expansion. Recent success (relative to expectations) in the Rugby League World Cup has led to a newfound national interest in rugby, with a national amatuer league in the works. Norwellia plans to field its first national football and hockey teams soon, and will send teams to the Champions' Cup series and the Champions' Hockey League for the first time next season.
