A quick change from Commerce Heights to United Capitalizt States on the list of attendees and a quick apology letter to the city of Commerce Heights and the United Capitalizt States.

When the UCS delegation arrived the Aide from the Department of Foreign Affairs & Trade replied

"Some are. Starblaydia, Hypocria and yourself."

and when the time was right the official lead the delegation through to airport and on their way to BazLighter hotel.

The Lamonian Trade Minister strode into the meeting room, and had a short chat with everyone else. The chat with the Starblaydi representitive was short and to the point. About what you would expect from long time rivals who both know that they must be on their best behavior.

The Khazaronian plane touched down in Bazalonia, and Minister Adam Kum was quickly escorted by his Crimson Guard bodyguards to the awaiting limo that would take him to the meeting. Sitting in the limo, holding a black leather briefcase, Adam couldn't help but let his mind wonder. This was the first truly capitalist venture that the Dominion had been involved in since the days of the old Republic of Khazaron.

Despite what the Patriarch had done to try and create and peaceful union of both capitalist and socialist ideals, there where still many in his country that still harbored deep feelings of resentment towards the idea of any capitalist forces in Khazaron. He couldn't help but wonder what the reaction would be back home to their participation in such a meeting.

Adam was actually quite suprised that he had been chosen for such a important meeting, as he had been on thin ice with the Patriarch for quite awhile now, due to his office being held responsible for the recent recession. It was only due to some last minute planning with members of the Democratic Alliance Party, that helped create a new economic plan that has ushered Khazaron out of a recession that had great potential to become a full-blown depression.

As his limo drove past the rows of protestors, and finally came to a stop outside the meeting place, Adam gripped his briefcase tightly as he stepped out into the sun and walked into the building. It wasn't long before he was shown his way to the room where the other delegates had been gathering. He toke time to greet with the Lamonian representative there, as he awaited for the meeting to officilally begin.

Minister Kum smiled and nodded at his Lamonian equivalent. "Quite well actually. I'm quite relieved that it never got into a full depression. It came close there for awhile, but a effort on the part of my Ministry and that of the Democratic Alliance Party helped create a new program to stabilize the situation in Khazaron.

I must say though, it came with the cost of decreasing some of our nation's socialized institutions, which was not recieved well by all of our citizens. That has got me a bit concerned as I am now at a meeting for a very pro-captialist ideal. I wonder how those same people will react to the idea of a free trade organization.

The Patriarch has, of late, attempted to maintain an union of both socialist, and capitalist ideals. Mostly by keeping the major service industries under government control, while allowing for other areas to be opened up to private business. It has worked rather well for the time being."

Minister Kum smiled for second. "Forgive me, I'm babbling, it must be my nerves."

Carrar's dictator sat in a well furnished room with his hands on his head reading a document on his desk, a knock at the door disturbed him.

"come in"

"sir this came in yesterday, it must of got lost, sorry"

The dictator snatched it out of the mans hands and quickly scanned over it, he sighed.

"we can't go" he motioned to the guards outside on the city wall "I don't want to know what would happen if we tried to leave"

the man asked meekly "what about Darin Dau-"

The dictator cut him short and then nodded "it's not safe to say his name even here, yes he will go, he has his own body guards and political power that rivals my own. Quick inform him and then ask Meridian if we can use a plane...oh and make sure Bazalonia knows what’s happening!"

With Constantino Sorantanali essentially alone in office now, he had no choice but to send his senior deputy prime minister Domenico Benficalzo, the only piece of his administration left in operation. Benficalzo's plane touched down in Bazalonia's capital and he immediately transferred into a sleek, black limousine which took him the handful of kilometres to the meeting hall. He stepped into a cool, delicate breeze under a warm sun, creating a pleasant balance that made him neither overheated nor chilly.

Walking into the building with his escorts, he slowed a bit to take a look at the assembled as he approached the threshold of the room. Theotokopoulos from the UCS, what looked (from behind) like Dieter Turan, Hypocria's Minister for Commerce; Lord Bruntos, Starblaydia's finance minister and his rivals, Mary Pier, the Lamonian trade minister, and... something Kum, Benficalzo thought as he tried to remember the name of the Khazaronian delegate. Andrew? Alan? Adam? Adam, yes. Adam Kum.

There was word that Heather Adams was heading to Bazalonia from Krytenia, as well as delegates from Falcania, Oliverry, The Lowland Clans, Neu Amerika and Qutar. Benficalzo was sent because the trading alliance was a key step in trying to prevent war between the SDL and the SAAS, and ASPIRE was doing everything it could to ensure this continued peace lasted. That the trade alliance was proposed and hosted by an SDL member and not an ASPIRE member was simply admirable on Bazalonia's part.

Benficalzo stepped into the room and watched as a few eyes drifted in his direction while others remained affixed on their conversations at hand.

Early in the morning at the ISUM Headquarters in Meridian City, CEO Brendan Steven of the Incorporated States of United Meridian sat down in his office chair and began reading through the usual national reports which characterized his position. He was interrupted by a knock at the door, followed by the voice of one of his many political aides.

"Mr. President?"

"Yes, Mr. Loran?"

"We've received a message from Bazalonia. May I come in sir?"

With a sigh of resignation, the CEO hit a small button on the side of his desk, and in through the door came CEO Aide Jack Loran. He handed the CEO a letter which was addressed to the UM government. As he began to read, Steven slowly smiled and began nodding.

"Yes...that's perfect... I'm glad that we have this opportunity. The ISUM needs to establish itself on the international market. Inform the Bazalonian government that we accept and will be arriving at the conference shortly."

"Yes sir. Also, we received a message from... President Sanders as well. He asks that we book a flight for the Carrar diplomatic package to go to the conference."

"Tell him certainly. Who is he sending?"

When the CEO heard the name, the coffee mug he was holding dropped to the floor and shattered.

"WHAT?"

"What's the matter sir? Ambassador Daun is a fine diplomat, and has served with the Carrar consulate in Meridian City for many years."

Quickly composing himself, the CEO said, "Yes Mr. Loran. My apologies. Inform Mr. Daun of his flight to Bazalonia."

"Yes sir."

As Loran left the room, the CEO's head was spinning with thoughts. Was Sanders mad? It didn't matter. He had a job to do.

Landing at Fauxhan International Airport only 10 minutes after it's departure, the quick and sleek ISUM government plane unloaded it's valuable cargo: the ISUM and Carrar diplomatic packages, together attending the international trade conference. The plane was in itself a marvel of technology, for the wealthy and intelligent population that lived in the ISUM were not only skilled but highly revolutionary: they loved developing new ideas that had the potential to make a hefty profit. The fact that the 2 nations were capable of sharing a plane together without being suspicious showed how great an alliance the countries had forged; the Meridi-Carrar Wars had left a need for a lasting peace in both cultures. As they stepped out, CEO Steven discussed conference goals and details with Ambassador Daun. No one else spoke to the man. He had an aura of fear about him that most people tried to avoid. However, the CEO and Daun had worked together for many years and could almost be described as friends.

A few minutes later, the twin diplomatic packages arrived at the BazLighters hotel. Most of the delegates there turned in surprise. Most people at the conference had no clue who these newcomers were, nor knew what country they came from. The CEO hoped to change that. As soon as he entered, he waved with a smile at a man he knew from various profiles: Lord Bruntos, Starblaydia's finance minister. Walking up to the man, the CEO started a conversation with him regarding trade relations between the 2 nations.

Daun, looking on, had a small chuckle to himself. Typical Meridi. Always doing business.

The CEO, meanwhile, was rather engaged with all the delegates he could find. He intended to open up as many trade agreements as possible with as many countries as he could see. The ISUM was destined to do business with the world, and the CEO intended to start here. Besides, the ISUM was a country of businessmen, and the world would benefit from ISUM business.

[At this conference I would like to develop trade and economic ties with various nations in Atlantian Oceania as well as see about establishing various ISUM international corporations in other nations as well, so please any nations who are interested strike up a conversation, specifically to any nearby neighbours of United Meridian, also I would like to speak with Commerce Heights, a fellow corporate nation biggrin.gif with whom I would like to trade with as well]

Vincent Denis, the Oliverrian 'Ministre du Commerce, des Banques et de la Monnaie' (Minister of Trade, Banks and Mint), after leaving a notice to the parliament that if a trade agreement was to be completed, he'd ask the parliament to take a decision, jumped in the first airplane that was going to Bazalonia at Marshalliston International Airport. The flight was completed withotu any problem and landed at Fauxhan International Airport. After arriving in Fauxhan, Denis decided to reserve a room at the airport's hotel, which was done easily. After, he went right to his room for some nap...

The plane ride was short, but that was to be expected, concerning the little distance that seperated Bazalonia to the Royal Federation. Now Karl Langentz, the Secretary of Commerce for Geisenfried, was taking one of the comfortable limousine rides that was the usual for a diplomatic trip. The subject at hand was an inter-regional trade alliance, and the idea seemed beneficial for the Royal Federation, both to help the economy, and to help keep the region from going off the deep end. The black limousine came up to the meeting hall that was to be used for the discussions, and Karl walked through the doors, and began quickly but quietly observing the other delegates.

Richard was impressed with the turnout to the meeting, he had many expressions of interest and many nations had turned up.

Representatives from Geisenfried, Oliverry, United Meridian, Pacitalia, Carrar, Khazaron, Lamoni, UCS, Hypocria, Starblaydia

other expected attendees which had not yet arrived Falcania, The Lowland Clans, The Islands of Qutar.

It was now time to get started... the others would walk in. It was getting late and the minister was worried that the session would be extravegantly laid and so the meeting got underway.

"I'd like to thank everyone for arriving and support for this proposed multi-lateral trade organisation. Before we start going into the details of a trade agreement we need to start and define the bounds and charter of this organisation. My department and I have been working hard and have a first draft for the charter which includes a pre-amble. You'll find this draft in the folder on the desk infront of you."

Atlantian Oceania Regional Free Trade Organisation (AORFTO)

Pre-amble:

In recognition that international trade has great importance to the economies of many nations in the region of Atlantian Oceania and that removal of many trade barriers through the region can only be beneficial to the region as a whole, while still preventing predatory actions of organisation members.

Membership (Section 1):

Clause A - There shall be 2 types of membership. Members and Executive Members the duties, rights and responsibilities of each shall be described in following clauses

Clause B - Membership to the AORFTO shall be open to all nations that are officially recognised as being in Atlantian Oceania

Clause C - There are to be limited Executive Members, one Executive member for each recognised Atlantian Oceanian alliance, currently ASPIRE, SAAS and SDL. As well as one extra executive member representing all member nations that are not aligned to any recognised alliance

Clause D - Apart from Bazalonia, which will be a permanent Executive Member representing the alliance, or lack of alliance, that is appropriate. All other Executive Members are to be decided and voted upon by AORFTO members of the various group that they are representing.

Clause E - A member nation may resign any time from the AORFTO, if the member is an Executive Member a replacement Executive member must be found before they can officially resign their position in the AORFTO

Trade Agreements (Section 2):

Clause A - A maximum of one(1) agreement shall be active for all members of the AORFTO, this agreement(if any) shall be known as the AORFTO Agreement

Clause B - All agreements must specify a timeframe for the full effect of the agreement to come into force and may specify timeframes for specfic aspects of the aforementioned agreement to come into force

Clause C - If there is an existing agreement a transition clause specifying a timeframe required for members that have already implemented the previous agreement to implement

Clause D - An agreement proposal requires 2/3rds of all member votes to be for the proposal for it to become the AORFTO Agreement

Trade Disputes (Section 3):

Clause A - If a member of AORFTO believes that another member nation are using the AORFTO Agreement or processes of the AORFTO to abuse or mis-treat them then they may file a complaint against the accused nation in the Trade Dispute Judiciary(TDJ).

Clause B - The TDJ shall be made up of a legal representative from each Executive Member forming the Judiciary of the TDJ

Clause C - The TDJ will take evidence and arguments from both sides before the Judiciary deliborate together before making a judgement

Clause D - TDJ may impose limited sanctions if the case against the accused nation
if the case against them is proved. Any sanction imposed is legally bound to be abided by all member nations

General Trade Behavour (Section 4):

Clause A - A member nation may not use the AORFTO Agreement, if the agreement deals with the items in question, to trade in weapons or weapons technology with members of the AORFTO engaged in open war against another member nation.

Clause B - A member nation may not use the AORFTO Agreement to bypass embargoes or any other trade sanction imposed by a member nation on a non-member nation

Clause C - A member nation may not impose trade embargoes or trade sanctions on another member nation that has not been the result of a TDJ judgement.



Richard continued. "Please note, this is only a draft and everything, even the name is up for discussion. Of course I propose that that Bazalonia will be the home for AORFTO and it's Trade Dispute Judiciary. Does anyone have any comments or suggestions?"
