The situation inside Latao has become very difficult to determine. There’s basically just chaos in the political life, while the economy seems to more or less going its daily business way.

It’s not clear these days on which side the military and the police are standing; numerous high ranked leaders of the army do not seem to fully support their government anymore as they consider the war lost and the military situation looks hopeless.

The morality of the fighting men sank dramatically with Latao’s strategic nuclear weapons becoming unusable – Omsec lost his base for power when that event took place.

Latao’s tradition of utilizing fire arms brought a difficult situation. There’s a huge number of guns, rifles and pistols in private households and there are many angry people.

The current government of Latao obviously tends to lose control, official speeches of the government members have become rare and the parliament didn’t come together since years.

It’s also not completely clear what the demands of the vanquishing nations, their generals and their political leaders are. They do seem expect the removal of Omsec from the power, but they obviously not order for the entire government to be replaced.

Our observer however thinks, that this is an unreal situation as the leaders of the current regime might have to be replaced completely – everyone know’s their basically a bunch a criminals and murders.

Is there a neutral nation, which is not attended to the war in anyway, that is willing to host talks on Latao ?

With the situation inside Latao getting more and more difficult to judge and simply chaotic, we can slowly recognize the shapes of an opposition movement.

A live television report tries to describe the situation:

There are thousands of people – partially armed – standing in the capitol city at the governmental district. Obviously these people are – at least partially – supported by the members of the Latao army and police forces as we can see numerous uniformed protestors.

We do frequently hear shots and some cars are on fire. We expect these people to storm the Latao Federal House sooner of later which looks barricaded.


BREAKING NEWS
We are interrupting our program to update you with important latest information we just received:
LATAO SURRENDED – WAR IS ENDED.

Obviously…. ….its said…..as I am hearing right now…. Latao General Rominger has signed contracts to accept a condition-less surrender of the Reich of Latao at some Starblaydi military outpost camp this night on 2:47am.

Latao has 24 hours to transmit the order to all troops – any battle actions are to be stopped immediately and all troops are instructed to stay where they are.

As the news is getting public the situation here seems to escalate(?) the people are actually storming the Latao Federal House….

We’re just getting trickles of information of the things happening know, as we’re observing the whole happenings from a little distance – the house is obviously completely empty, no members of the current or should I say old government seems to be in there, but several people that are not known yet seem to be shot – possibly members of Omsec’s government.

The latest developments didn't make the situation easier to understand. With the members of the old regime either being dead (as killed during the war or by other shootings and "accidents") or in jail and the Latao Federal House being stormed by a bunch of unknown armed guys that haven't made any statements, we do not know who actually controls the country these days.

The most difficult task now might be to avoid a civil war inside Latao, which is said shall be the common goal of all parties involved - but no one seems to know more in detail, so the real tensions of the parties and groups can't be verified.

The regular army forces seem to fall apart; obviously, some generals in command signed papers to send their soldiers home even before the formal surrender act. Latao does not seem to have a centralized coordinated defense anymore, but there are numerous smaller local battles against Starblaydi and Abbatoirian ships and troops.

As a result of the chaos, Latao is currently not being ruled by a central government, not even local authorities seem to do much to calm down the situation. We hear from several citities, that local authorities are prevented from doing their governmental work by angry crowds which do not want any members of the old regime back in office, while friends of the Omsec-government demand exactly the opposite. It's clear that these facts lead to a dangerous situation.

We have heard, that the government of Nedalia offered to hold an international conference for talks on Latao. Now now, it's not known and absolutely unclear who should represent Latao at all and if LAtao would even be invited to participate the talks on its future. The plans of the vanquishers are also unknown.

Our analysts think that possible options could look as follows:

a) Military Government
Though, this would mean to send troops inside Latao to take over control of cities, roads and finally implement governmental structures, which might be a bloody job with lots of losses, this could be an effective way to ensure something like stability and safety in Latao.
The big unknown factor in that scenario would be, how strong is the old regime still and how much resistance would there be against foreign troops ?

Similar to option one, this could be a less violent way to install new structures in Latao, but this option contains a number of questions. Is there any one who would be accepted by the vanquishers and would he have enough support and power to control Latao, at least until elections can take place ?

c) Restoring the “pre-Omsec” situation
Another possible scenario without being too violent is to restore the constitution as it was before Omsec came in control of the nation and applied his changes. In this era, Latao was quite a stable federalist democracy until the last government centralized many powers. But this option basically relies on the same factors as the second, as there must be a party or at least some strong enough group inside Latao that supports this idea and is willing to reactive the old, original constitution to hold elections at least for districts and cities/communities to probably then elect the national (federal) parliament and a new government later, in a second step.

Another question for all scenarios will probably be, what should happen to the army and the additional armed squads ?

After the first few chaotic days, the situations seems to calm down in Latao, as the supreme court supervised, that the original constitution is in power again.

A super-temporary government of General Rominger has to organize new federal elections for a new government, which then starts international talks in Kafra, Nedalia on Latao's role in the international community.
