Nations of Atlantian Oceania: Her Holiness, Iretta Jinx submits a formal request of expansion. The request is that a portion of the lower island of the East Coast of Nemya be recognized as a Colony of Nemya. This request is only specific to the northern portion which shall be referred to as Dekale.
The Land contains approximately 684 million individuals of an semi civilized manor. Several years ago, while trying to find the then Spiritual Leader's lost sandal, a large ocean exploration party went horrible off track due to the crews infatuation with Anne Heche. The ship crashed upon the lower island in question and found it's native to be hospitable, uncivilized, and also interested in Anne Heche.
The ships crew was unable to communicate with Nemya due it's total lack of electronic equipment. This was so because the Spiritual Leader was concerned the crew would electrocute themselves. The concerns were justified considering the entire crew were unable to avoid hitting A WHOLE ISLAND.
The crew soon gave up hopes of returning home as they knew Her Holiness would assume the ship has sailed off the edge of the Ocean. There would be no rescue party. The stranded integrated into the society making what advances they could. The island natives were moved from a barter system to a more advanced forms. The Nemyan crew began constructing a more acceptable form of government by uniting different tribes. Many tribes on the northern part of the island did unite while the southern region founded their own united government and declared war. The natives in the northern portion took this opportunity to seize control of their government and use the unity to begin a sort of dictatorship that concentrated mostly on achieving higher financing to increase the war effort. The trade generally include the exploitation of timber and fresh water.
On a recent expedition to continue the quest for the previous Spiritual Leader's lost flip flop, another crew became aware of some sort of civilization on the lower island. A boarding party discovered remnants of the stranded ship, The Boneless Rib, and attempted to make contact. Their attempts were successful. The natives and decedents of the old Nemyans welcomed the new crew.
A series of negotiations took place between the Nemyan government and the leaders of Dekale. With the approval of the international community Nemya would like political recognition of Dekale as a colony. The political boarders following the breakup of the northen and southern tribes.
An agreement between Nemyan and the Northern tribes (Dekale) providing the following:
1. The Dekale shall submit to all nationally recognized laws of Nemya and International laws set down by the appropriate body. 2. The Dekale government shall set down all laws pertaining to the choosing of their representatives in the appropriate bodies of the Nemyan Government and advisors to each executive branch members where such positions are permitted. 3. No import and export duty shall be placed on goods between Dekale and Nemya. 4. Nemya must return fugitives to Dekale that rest in their soil and Dekale will do the same. 5. Dekale may establish it's own definition of citizenship to the Dekale state but must permit dual citizenship to the Nemyan state based on Nemyan requirement of such. 6. Dekale peoples meeting the requirements of Nemyan citizens will hold the same responsibilities and rights to the Nemyan government as any Nemyan citizen would. 7. Nemya will aide Dekale to find a peaceful solution to the current war. 8. Nemyan law shall be supreme to Dekale law when the two conflict and any dispute between citizens, governments, or any other body of differing Nemyan states shall be settled in Nemyan national court.
The Nemyan government has formulated a "series of actionable items" for improving Dekale. These include establishing a Church of Nemya, begin aide to advance the education systems and providing administrators to establish a curriculum that provides for both Dekale’s culture and is still within the Nemyan government’s guidelines. Adult education programs will also begin to aide the peoples of Dekale to be better equipt to advance themselves. Nemyan legislatures will begin discussion and debate on further action to improve Dekale.
All plans for action including the discussion and debate will begin with the opening of the new legislative session.

The Holy Empire of Lieno raises no objection to this expansion by the nation of Nemya. We would be interested in the stance of nations that are closer geographically to this area, perhaps Xile and/or Crystilakere.

She is also interested in the time frame that usually occurs for debate and objections over expansion. Is their a number of people who must voice their opinions or is it simply a matter of time?

I think this Proposal will find few objections due to it's detail and effectiveness in it's original form. Lets give 24 hours for any other questions to be raised, elswise it will be fully implemented on the map at this point. |
