Jeru FC in AO is not an independent sovereign nation. It is a military outpost of the much larger nation of Jeruselem. While most of the population of the island are not military, it's mainly civilian contractors and their families.
The outpost is large enough to support it's own World Cup football team which is mostly "crap" in terms of performance. The island does trade with neighbours to support it's own economy but the economy is highly dependent to the support from the parent nation.
There are "secret" facilities on the island which are restricted to top Jeruselem and Jeru FC officials. The rest of the outpost is open economy which seems run more like a socialist experiment compared to it's capitalist parent. This is due to necessity as the military control the government of the outpost although there is a civilian control of parts of the outpost.
