The Delightfully Grim State of Tocapa is a large, autocratic nation located in Atlantian Oceania. It is currently ruled by Delightfullest Grim Josiph Tallon, who allows Tocapa to remain as delightfully grim as it should well please. Tocapa is a mainly isolationist nation, which until the 30th World Cup of Football, had no apparent contact with the outside world.

History
Tocapa was founded by five travellers who "just wanted to get away from it all". The five founders established Tocapa's main cities; Onorka, then the capitol; Bart; and Carol. For many years Tocapa had no established form of government and relied solely on business leaders and crime lords as the ruling class. Before the empire was established, Tocapa was ravaged by two civil wars, named "Rose Wars", for the red rose, a Tocapan symbol of war, which led to the creation of Bartol and its eventual naming as the new capitol.

The empire was established not long ago, and for four years (it is presumed) was ruled by an unnamed emperor. Emperor Sange took over for the rest of the duration of the empirical rule. Less than a decade after its beginning, however, Josiph Tallon felt Tocapa was simply not delightfully grim enough, and overthrew Sange, declaring Tocapa to be a delightfully grim state.

Government
The ruler of Tocapa is the Delightfullest Grim, currently Josiph Tallon. The rulers of individual cities of Tocapa are the Delightfuller Grims. Leaders of government-sanctioned agencies are the Delightful Grims, and individuals employed by the government, such as police officers, are Grims.

The government is very non-involved in the affairs of its citizens. DG Tallon rarely makes any decisions regarding anything, and thus Tocapa remains delightfully grim. It is believed by some that the government actually has no power at all and just pretends to. However, these people are satisfied and really don't wish to do anything about it.

Culture
Tocapa has little culture to speak of, as its citizens are very bland, generic, uninspired, and delightfully grim. Tocapans take little pride in anything, as evidenced by their complete lack of fervor for the Tocapa national football team, currently the only international sporting team of the nation.

Geography
Tocapa's geography and climate are perhaps the most polarized in the region, with sections of land covered in lush, green forest standing next to completely desertous, arid landscape. Within a single day in Tocapa temperatures can range anywhere from "wish you were at the North Pole" to "wish our sun would get up and move away." Perhaps the most evident of this is the city of Nektor, which is so completely covered in ice that its football stadium resides literally on top of an iceberg.

Economy
Due to Tocapa's entirely lax business laws, private enterprise in Tocapa thrives. Perhaps because of Tocapa's early history, businesses are not only completely free but in most of the power of Tocapa, rivaled only by the terrifying crime syndicates of the nation. Tocapa's economy, thus, is thriving, with the income tax rate at zero percent for much of Tocapa's existance, though in recent months the tax rate has begun to rise, much to the chagrin of Tocapa's rulers.

Major cities
Bartol
Bartol is the capitol of Tocapa, consisting of the former twin cities of Bart and Carol. Being the capitol, it regards itself as the most important city in Tocapa, and thus is severely distressed whenever the amateur Bartol football club loses to anyone, especially the indivine evils of...

Onorka City
Former capitol of Tocapa and its largest and most-populated city, Onorka City, like Bartol, regards itself as a heaven of the nation. A city bathed in a glow of white, it is the first destination for many travellers to Tocapa, as it resides closer to Tocapa's borders than any other many city of the nation.

Claent
Twin city of Brane, Claent is considered by many to be the heart of all business in Tocapa, as it is the only city other than its twin to be completely free of all government involvement, instead relying entirely on its private industries to keep itself thriving.

Brane
Standing in stark contrast to neighbor Claent, Brane is ruled exclusivle by the major crime lords of Tocapa, and is considered a hotbed of mafia and gang activity. Each square section of land is controlled by a crime syndicate, with only a tiny portion granted to government.
