This is how it generally works on II... First you purchase the product (either paying the full cost up front, or by working out some sort of repayment agreement... and it doesn't have to be in cash either, if you have something that the selling nation wants... but this is rare.
Then, they deliver the product... using a guesstimate of the amount of time that it would take the selling nation to build/deliver the product.
After that, the purchasing nation is responsible for all maintenance costs.

To answer Vil's question; yes, they are. And yes, i've worked out payment plans with all of them, since I obviously couldn't afford to pay the full amount all at once (as i've repeatedly told Falc, who seems to fail to listen to me).
