With 16 teams now Signed up, I will, in order to take pressure off the hosts, say that signups are now NOT guaranteed. It will be up to the host on whether than can accomidate more than 16 teams in their tournament. Teams that signup after this post will be tentatively placed on the signup list until hosts are chosen and a format is decided upon. All hosts are expected to be able to accomidate the 16 already signed up and will be relieved of hosting if they cannot.
