In today's NEC-meeting, the Federal President said to his Secretary of Police & Justice:
"Hey, maybe he we should speak a little bit more silently, before someone notice's that it's us, who's the problem, Ahh, a good laugh."
"We are the problem ? Why is that ?" the Secretary replied with a pissed off voice.
The President explained:
"Well, have you seen the latest UN-Report on our nation ? Look here - an international list with the lowest crime rates, we're the god damn last! the most criminal country - can't believe that, since we're spending so much to law and order, this UN-punks..."
Indeed, the UN-Report uses clear words: Out of 45 countries in the region, Latao holds the last place:
Today's United Nations Report The Lowest Crime Rates in Atlantian Oceania Nations ranked high on this list have very low levels of crime, given the population. 45. The Confederacy of Latao Capitalist Paradise "We make the World go around"
The President continued: "I mean, we might have to release a statement, I'm receiving reactions, letters and phones from foreign governments nearly each hour and some of them get more and more angry - a wonder that no one sent a letter bomb or anthrax to me, heh"
Finally, the Minister of Propaganda, err. Secretery of Police & Justice, Chef of the Ministry of Internal Affairs, had an idea:
"This criminality we're experiencing..." he yelled to members of the government "is what came in from outside!" "No one can deny, that Latao is one of the richest countries in the region, probly in the world, that generates lots of bums, crimers and tax vampires who stream in our country, steal our cours and rubbery our banks! We must act now and close the borders for people we dont want in here. The nice people of nations that are hmh...dont wanna say sanctionized, but that are affected by the new policies can enter Latao without being disgraced."
The President replied:
P: "True, this what they don't understand. Look here, Sarzonia even wants to kick us out!"
S: "Where ?, heh...as far I know, we don't even have an embassy there. That reaction is kinda extreme now. What if a Sarzorian drug-addicted steals my BMW ? Can I send the bill to Mike Sarzo and he will replace my lost?"
P: "I think Mike takes himself a bit too import, he don't even names us right!"
S: "How did he name us ?"
P: "Lataoans"
S: "You got me laughing on that one!, what a doodle"
P: "Well, better dont use such words, no one knows, who's all listening - you know, this house's wall has ears, Ahh, a good laugh. - anyway, he said something about homosexuality in that telegram"
S: "The act of homosexuality is a sin, that's for sure, but I don't see the link between our travelling-policies and that, one more reasons for the new rules, we don't need foreign pervs here"
P: "Ah...always me who's having that kind of crap to answer - I'll prepare an official statement for next week, no need to hurry now, I don't think Mike really kicks all Latins out of his country, as we our good paying tourists, who bring some hard currency, You got me laughing on that one!"

We might need another round of negotiations then, as the NEC can not accept that all Latin citizens must leave Sarzonia within 72 houres. If they think wisely, they will see, that this reaction would only hurt themsevles, as we are a strong economy-partner and many foreign investors come from Latao.
The deposit is not a prohibition of travelling at, it doesn't affect a nation as a whole entity, just look at it as a filter.
If Sarzonia doesn't see the need of this, it could pay the deposit in the form of specific credits as country to free the individals from the duty. |

[OOC: Would you answer the question I PM'd you?]
Sarzonia has a long-standing policy of not purchasing slaves or doing anything of the sort with its money. We consider the dual suggestions by Latao reprehensible.
Since the 72 hour period has passed, any citizens of Latao currently in Sarzonia will be detained until they can be transported out of the country at their government's expense. In addition, we will not join the FLMS as long as Latao maintains this short-sighted policy. We are also considering whether or not we would join the alliance with Latao as a member at all.
We also note that its poor excuse for implementing the policy of crime rates has seen Latao's crime rates among the worst in the region. We consider their justifications to be the diplomatic equivalent of the pot calling the kettle black.
It appears that the Lataoan government did not take us seriously when we made the announcement. They will soon find out that was a critical mistake.
