Lamonian President Matt Stone lounged around in the mountaintop retreat that would soon (if everything worked out) see the making of an alliance that would counter the one that had been made by the Autocratic states. Officials from Chacor, Emagol, FMJPhoenix, Ainorpisp, South Ossetia, Legalese, Krytenia, Falcania, Latao, and THS had been invited to take part.

The President had a glass of wine as he waited for the others to arrive, saving the loads of Lamonian Vodka for the actual discussions.

Legalese Consul Marcus Davies heard a whoosh above his head, indicating that a new message had arrived. He reached over his desk, to the location where the tube entry had been relocated, and read the contents.

"Hmm, the Lamonis want a meeting? I think I can arrange something here," though Marcus to himself. He reached for his phone. "Marcia, dial me to outside counsel. I think I need a ruling on this one."

Later that afternoon, the outside counsel for the Legalese Consulate entered Davies's office. "Marcus, what do you need?"

"Jake, thanks for coming in. I wanted to know about my jurisdiction regarding foreign affairs. I've been invited to discuss such matters at a meeting here in the region, and I don't want to tread where I cannot."

Jake frowned, as he was all too familiar with this issue, the extent of power between the Senate and the Supreme Court. "You see, Marcus, you know the Senate's legislative power extends solely to domestic issues, as does the Consulate, as the executor of the Senate's decisions. So, while you serve as the head of government, and can influence and advise the Court on any policy issue, even foreign, you technically cannot make such decisions."

Marcus already knew of this problem, but needed to hear this anyways, so he could make his next statement: "Now Jake, the Supreme Court doesn't really exist at the moment anyways, right?"

"Depends on what you mean. All the seats are presently vacant."

"So, I'm covered"

"Well, there's nothing covering that. Theoretically, I guess you are, but we'll see what happens when the Supreme Court appears."

Marcus smiled. "Yes, we'll see. Until then, I have to make arrangements. Thank you for coming in Jake."

After he left, Marcus dialed his secretary again. "Marcia, send Lamonian President Stone a message. Tell him to be expecting me and an ambassabor, and thank him for the vodka. It was quite tasty."

"Oh, and Marcia? then dial George Williamson's cell. I need to have a chat with him."

*Au'Marui, Chancellor of The Commonwealth of the New Atlantians, recieved the daily newspaper on his desk.*

"Hmm...", said the Chancellor,"The nations of the Atlantian Oceania region are trying to form an alliance of sorts." Considering that the Chancellor had recently founded his country in the newly discovered region once known as Atlantis, this became of great interest to him. Any alliance in the neighboring region would surely impact his own region. He quickly called his assistant in. "Good Johnny, your here. I want frequent reports on the Atlantian Oceania Conference. If anything new happens, I want to be told as it happens."

Chacorian Foreign Ministry Official Press Release

We can at this time confirm that the Democratic Republic was approached by the Free Republic of Lamoni about an alliance. It is also true that a message was returned expressing the Democratic Republic's interest in such an alliance. The Democratic Republic will send Lamonian Consul Timiz Ozerkakhov and Government Advisor to Lamonian Affairs Felix Gordon, ex-prime minister of the then-Disputed Territories, to attend the meeting in Lamoni. That is all for now, with details to be established to the press at a later date.

The plane touched down in Lamoni, and off came Consul Marcus Davies, as well as former Regional Delegate George Williamson. Before striding towards the welcoming delegation, Marcus turned to George. "Do you have the package on you?"

George whispered back, "Uh, sir. Is this the appropriate time to be talking about that? Not to mention, I'm only interested in..."

Marcus hit George: "You know what I mean, George. The contact with the New Atlanticans."

"Oh, that package. Yeah, it's here. Did you remember the other package."

"Of course, my subordinate delegate. Let's see how our neighbors like Binchensburg Bourbon."

Waiting for the Legalese Consul at the head of the welcoming delegation, President Stone had to smile at the message he had recieved about how good Lamonian Vodka is. Finally, the Legalese plane touched down and the Consul as well as Legalese's former Regional Delegate George Williamson came down to where the welcoming delegation was.

When the Consul and Delegate reached the welcoming delegation, President Stone was the first to speak: "Welcome to the Free Republic of Lamoni. As you already know, I am President Stone. So far, Legalese and Chacor are the only ones who have given us an answer, but we expect that to change quickly as the other nations check their messages. In fact, we are expecting the Chacorian delegation to arrive any time now. Either way, the meeting place is ready; and has lots of Lamonian Vodka, as I see from your message that you have developed a taste for it."

President Stone then introduced the pair from Legalese to the rest of the welcoming delegation: The Vice-President, Senate Speaker, Chamber of Deputies Speaker, as well as the head of the Lamonian Joint Chiefs, Colonel-General Bondarenko.

(OK, im actually going to try and standardize my officers, offices, characters and such now and keep records. Consider any name changes as due to democratic process and appointees by way of that democratic process, and reformation of the military, with new officers, etc)

Vigorously rubbing his chin, Executor Artanis hears a beep from his datapad; yet another message, grumbling, "I wonder if I'll hear that beep past my deathbed..."

Wondering for a moment, Artanis quickly recalled every reputable diplomat in his trusted circle of Comrades, and fought for a few mor moments over who would be appropriate for the position. He put down his shaving blade, an old army issue single bladed one, and washed his face off. He walked into his living room and bathed in the glorious light coming in through his solid wall of glass, and stared into the stark blue sea for a second or two.
Suddenly, as if the sea inspired him, he came to a conclusion, "Prefect Adun... yes, he will be a perfect fit. I've heard he's been dying for a drop of that Lamonian vodka he loved so much in his college days... I'll give him a few thousand extra for his personal store. Perfect..."

The Confederacy of Latao is interessted in joining this new Alliance of freedom-loving people, as an opposite to the outposts of tyranny of several dictorships.

These words of the Latao Federal President Bieri were spoken today in the Confederacy House.

More detailed informatino is expected today for the TV prime time about 7pm Latao Time.

With the arrivals of the Chacorian and THS delegations, the talk was turning to matters of international importance. The other invited nations were still welcome, but some matters had to be taken care of first. President Stone had recieved word that Latao had also agreed to join in the talks to form the new alliance.

(OOC: I'd expect a NATO like alliance)

George walked about the room, sipping his Binchensburg and Cola. After hearing what the New Atlanitcan representative had to say, he knew that contacting Consul Davies was essential, but didn't want to make a fuss of it. He saw his chance, when the Consul turned away from a completed conversation with the Prefect from The Holy Saints. "Sir," said George, taking Consul Davies' arm, "I have news for you."

Marcus looked at Williamson, and quietly said, "Very well, George. What do you have?"

"It turns out that the New Atlanticans are coming. President Stone ended up inviting them to the party."

"That's great news. Thank you, George. Now if you excuse me, I've a Chacoria-"

"Sir," George interrupted, "what should I do with the contact? I mean, if I don't call the New Atlanticans, who am I going to call?"

Marcus smiled. "Try the Ghostbusters", he said, before walking away from a bewildered George Williamson.

Milling about in the party put on to wait for everyone to show up, President Stone had had chats with everyone who had come so far.

Everyone seemed to have brought their own drinks, so everyone was diplomatically seeming to have at least one drink from each of the different countries. So far six nations had responded to his call, but President Stone was hoping for more. He might even send a message to the newly arrived Bedistan.

"Timiz! We're here."

Ozerkakhov looked up from hs book, which he had been engrossed in over the whole 10-hour flight.

"Uh, Felix, what's the time difference here?"

"Uh... It's 14 hours I think."

"Ladies and gentlemen, your captain speaking. Please unattach your headsets from the socket and make sure your gamepad controller is securely fastened in your armrest. All windows should be fully open, and all seats must be upright. Now descending into Lamoni."

"Here we go, Timiz... The part I always throw up in."

"Uh, dammit... Crew are in their positions. Don't throw up on...."

"Sorry, Timiz."

"Oh, gross."

"Ladies and gentlemen, welcome to Lamoni. It is 8.15am in the morning local time, and the temperature outside is 15°C. I hope you enjoy your stay in Lamoni. You may now unbuckle your seat belts."

"Uh, stewardess, could you help me clean this mess up...?"

IC: Sensing that almost everyone that was going to come already had, President Stone got everyone's attention, and said: "As we all know, the Autocratic States are attempting to grab every bit of Atlantian Oceania power that they can. You have all come in response to my summons, so I think that you all feel the same way. The reason that I have called all of you here is to propose a military and economic alliance of our great nations that will rival the Autocrats. So, let's get started, shall we?"

President Stone sat at his place at the meeting table, and got ready for the real negotiations to start.

*As the other Delegates start taking their place, a helicopter bearing the New Atlantian flag on the side lands on the helipad outside. A figure in a long white robe steps out, followed by several normally dressed bodyguards, complete with earbud. The gentleman rushes into the meeting room holding a bottle of his country's famed wine. He has the look of someone very aged, a touch of grey at his temples. But all considering he had aged very well. He walks to the table and takes his seat*

"Sorry I am so late gentleman," Au'marui says, "But there was a problem getting the telegram in. So, whats the purpose of our visit?"

Latao is interessted in negations, to provide our new possible Allies to our our air force including our new cloaking technoligy for aircrafts. I'm sure we can find an agreement for the financial and/or political questions.

"Mr. President!" Ron seemed to be very excited as he approached President Dean Willis with a piece of paper in hand. Willis was busy at the moment, speaking with newly appointed Secretary of Defense Roger Burns. "Mr. President, I need to speak with you!"

Willis sighed. "Hold on a moment, Roger. Yes, Ron, what is it? I'm trying to have an important conversation with Secretary Burns here."

"I have a message from the Lamonian president, sir."

"Lamonia..." Willis drew a blank. The Bedistani government was still being set up, and he wasn't yet entirely familiar with the geography of Atlantian Oceania.

"Well, the nation's name is Lamoni, no A. Out to the west, beyond Abattoir, Nojika, and Novvs Atlantis. Regional UN delegate, in fact."

"Ah, very powerful in regional affairs, then."

"Yes. Anyway, President Stone has sent you this message, and I believe he would appreciate a response."

Willis skimmed over the note. Apparently it had something to do with the formation of a new alliance, and Lamoni was considering the idea of inviting Bedistan into it. "Heaven knows we could use some allies. I'd rather not see a repeat of the Tingitana Incident."

"So what shall we do, sir?"

"Well, I can't go personally; I have to stay here in Columbia and make sure the government's being set up smoothly. Secretary Burns could prove useful, though..."

Burns turned to him. "I'd be happy to oblige, Mr. President." And with that, Burns set off for Lamoni and the conference.

Now it was President Stone's turn to speak. "Thank you for your offer, Chancellor Au'Marui. Let me lay out what I have in mind. I am thinking of an alliance where if war is declared on one of the members, every other nation would go to war with the offending nation, and be free to send whatever military units and sanctions that they can spare. At the same time, the member nations of the alliance would also grant the other members more favorable trading terms, subject to the needs of the economies involved, of course. This is the kind of alliance that the Autocratic States are making with each other, and it is a fundamentally stable arrangement. Now, does any of the other esteemed delegates have any questions or comments about my proposal?" President Stone waited to see if anyone would speak up.

Latao is interessted in an alliance that leaves its members the freedom to decide over all national matters; member states should not be forced to anything.

Besides fundamental safety and security, by military and civil (police) corporations, incl. easier tracing for international justice, we expect the creation of a strong economy allience with unlimited access to all members markets.

Latao also asks for a concept, of how the new alliance could be integrated into the regional council, eg. does the new allience try to form a block inside the AO Regional Council ?

King Falcon II finished off his fried falcon wing, licked his fingers and stepped off his private jet. He walked into the conference room flanked by bodyguards, shoved open the door and settled down in his usual chair near the donuts. "Gentlemen!" He said. "I have consulted with my people, and an 87% majority are in favour of an alliance." He consulted with one of his bodyguards, who silently walked off. "I have also consulted with my organisational representatives in AORC and they recommend that we do indeed become a wing of the AO regional council."

The bodyguard returned with an orange-and-blue striped bucket with "FFF" imposed on the side. "Ah! Lunchtime!" said King Falcon II before tucking into the fried falcon.

Looking at the representitive from Latao, President Stone said, "I think that we can make that happen, provided that no one else has any objections? I would also think that our alliance WOULD attempt to form it's own power block in the regional council. After all, we can expect the Autocrats to try that, so why shouldn't we? Lamoni agrees that the members of the alliance should have the freedom to decide their own internal matters. After all, we are forming this alliance in order to protect ourselves, and our cultures from domination."

President Stone then reached for a bottle of Lamonian Vodka, and had a glass while waiting for any response.

King Falcon II smacked his lips. "I am in favour of this proposal. Have some falcon." Two more bodyguards came in, each carrying eight buckets of Falcania Fried Falcon. They layed them down in front of King Falcon II, who slid them to their respective politicians.

He isn't that fat, as he does regular exercise three times a day to a military routine, which fits, as he was in the army for twelve years before his succession due to his father's assassination. He does enjoy fast-food though.

Well, more important than the booty-size is that we quickly make up a framework of rules now - articles that all participating nations can live with

Said Government-Speaker Bühlmann today.

We expect a democratic alliance that allows the member nations to keep their individuel freedoms to decide over national matters he conitnued.

In a small room within a large building, sheltered by a pressurized dome four kilometers beneath the ocean surface of Atlantean Oceania, two individuals in business suits pored over a cryptic message. The man, after peering at the message briefly, spooke first. "From Lamoni, you say?"

"Yes, sir," the woman replied. "Former UN Delegate, recently involved in a war with Novvs Atlantis. Democratic, with generally centrist policies aside from stratospherically high taxes. Economically weak per capita, but a force to be reckoned with at nearly 5 billion in population. Other than that, we know very little about them."

"I see. And do they give any further details regarding this proposed alliance?"

"Only what you see here." The woman paused. "There is one other thing. According to covert intelligence reports, envoys from other nations had been arriving at the proposed site for days preceding our receipt of the message. It would seem that we are part of a second round of invitations."

The man chuckled. "Indeed. Well, Neo Atlantis Colony has long kept itself away from the forefront of regional politics, by choice. We have had little to gain by making ourselves prominent and vulnerable. Still, I wonder if that might be changing."

He came to a decision. "All right. Get my helisub ready. We're going on a trip. And get Charlie too -- I have a hunch that this alliance involves more than just trade concessions."

A strangely shaped helicopter was visible in the skies above the mountain retreat. As it got closer, observers could see that it was cigar-shaped, with long and thin rotor blades. A pair of mid-sized side rotors was located at each end of the craft, keeping it from losing balance.

After a long approach, the craft finally touched down on the retreat's marked landing pad. The rotors retracted into their tubes, which were pulled into the vehicle. Finally, a pressurized door opened with a hiss, revealing a tiny cabin, which three figures in business suits exited.

The first, a rather portly man, held out his hand for the welcoming party, and spoke. "Charles Benedict, NACS Secretary of Defense."

The second, a thin woman, held her hand out likewise. "Caryn Cayzenne, Neo Atlantis Colony's Secretary of State."

The last to emerge stood next to the others, slightly in back. He smiled and also proffered his hand. "Adam Gieseler, Secretary General of the Neo Atlantis Colony Secretariat. Pleased to be here."

(OOC: Unless Latao posts his proposal tomorrow, i'm going to post one of my own then. Haven't been able to do it earlier due to hectic RL.)

Greeting the delegation from Neo Atlantis Colony, President Stone was wondering if they'd have to get a bigger table in order to fit all of the delegations. Luckily though, the NAC delegation managed to find a place to seat themselves without much trouble.

Since Latao had not as yet presented a proposal for an alliance charter, President Stone had been having Lamonian Foreign Ministry officials draft one. He presented the Lamonian proposal to the members of the alliance:

The name of the aforementioned alliance will hereby be known as the Atlantian Oceania Treaty Organization (AOTO).

All member nations must come to the defense of an attacked member nation.  However, the member nations may themselves decide how they wish to support their attacked ally.

All AOTO member nations have the right to conduct their internal affairs as they wish, unless the member nation itself requests AOTO assistance.

[B]Article 4[/B]

AOTO member nations shall engage in free trade with each other, as long as their economy is not adversely affected by such trade.

Consul Davies stands up. "I like the charter in its current form, though we do need some work on it. First, this name does need work. I propose the "Federation of Like-Minded States" instead."

"Second, while I agree that the nation's leader, with the authorization of his government, should sign the charter, I do think that it's unnecessary for us to require the leader of each nation to be present at all meetings. The reason for a delegate is to allow each nation a chance to constantly be in a group with each other, so that things can get done quickly. I don't know about you, King Falcon, but I can't always get away immediately, so I have to trust things to guys like Williamson here. That said, I do support periodic meetings of the Heads of each member state, though I don't see that as mandatory."

"Third, regarding the requirement of providing assistance to member states. I agree that we should help each other in a time of need, hence the purpose of the alliance. However, I will state that with Legalese's current military, we will likely provide only financial and legal assistance."

"Lastly, I remember hearing that Krytenia had been invited to our meeting here. However, with the deplorable act they committed earlier, the kidnapping of a fellow head of state, I am hesitant to support their possible membership in the Alliance. I request that their invitation be revoked."

I agree with Legalese that delegates are needed at the alliance council in order to make sure that things get done more efficiently. Regarding Krytenia, the Free Republic would not like to see them join this alliance at the present time. Their actions would reflect poorly on the alliance if we allowed them to join at the present time. Is there anything else that needs to be worked on for an alliance charter?"

It shouldn't tax their abilities." President Stone then rolled bottles of Lamonian Vodka to the other delegates.

Secretary-General Gieseler shuffled some papers and spoke. "Two points, Mr. President. First, NAC would like to see Article 3's wording on requesting intervention changed. As is, it could be interpreted that members waive their right to self-determination by requesting any assistance. NAC would prefer that it clarify that all members have a right to self-determination, except in the specific matters where they request assistance. In other words, no blank checks.

"Second, the method of electing the President is vague. We should clarify whether the President of the COuncil is to be elected by the Council itself, as I would suggest, or by the assembled citizens of the member states.

"While I do not doubt that these changes are already what the writers of the draft document had envisioned, they should clarify matters, so that ratification by our respective peoples will be made easier."

President Stone looked at the redone proposed charter, and liked it. Presenting it to the assembled delegates, he said: "This looks like a very good charter. Unless there are more comments or questions, the Free Republic requests that the proposed charter be put up to a vote."

Basking in the praise of the delegates to the meeting, President Stone smiled and thanked everyone for the nice comments. "Wapahkoneta used to be a nation of indigenous people that Lamoni was allied to. However, their 'nation' fell apart and it was decided (OOC: I talked Vil into it) to use their former land as a neutral area where the Regional Council and other such organizations could meet without worrying about being attacked. It actually worked until the Abbatoirian attack on the Regional Council which killed the Lamonian representitive to that august body. I would hope that the security there will be increased, however. "First, regarding article 6, I propose thus: Instead of a seperate entity for council president with very restrictive requirements, have the head of the council be one of the delegates, elected by the delegates, on a shorter term basis."

Roger Burns hadn't spoken a word since he arrived at the meeting in Lamoni, instead seeming content to sit near the end of the table and listen to the proceedings. As the finalized charter was presented, he looked it over closely. Finding no particular bones of contention, he declared himself satisfied.

IC: President Stone seemed to think all was well, penciling in the changes to the charter, but George Williamson wouldn't have it, unless all his amendments were considered.

"Hold up there, Matt", Williamson said. "While I'm glad you added the lines to Article 5 without problem, closing any possible loopholes there, we really should talk about Article 6. In fact, we will not consider signing, unless such amendment is given full consideration."

After a quick pause, George explained Legalese's reasoning behind the amendment proposal to Article 6: "First, we propose removing the age requirement, largely cause it's way too arbitrary. To say that a 35-year old can automatically do the job better than a 30-year old is ridiculous. The council can clearly decide who is the better candidate. This is also why I'm against the experience requirement, cause it sets arbitraty restrictions that can simply be solved by letting the council make the decision."

"Now, why do I propose that the head of the Council be a member of one of our delegations? Because we don't need the extra expense of creating a powerful alliance executive. All we need is someone to run the meetings, and in this way, appointing a member of one of the delegations for a short term will be wisest, if you ask me."

George sat down, pleased with his statements. However, he then realized something that required important attention.

"Hey, bud," said Williamson, leaning towards the delegate to his right. "Anyway I can grab a flight back to Legalese? Marcus took the plane on me."

After adding in the change to article six, President Stone then thought asked an aide to find out what was available to take the Legalese delegate home. I don't think that the Autocrats will want to mess with a diplomatic flight at this point." Looking at all the delegates, he then asked "Are there any other nations that any of you would like to see in this alliance?"

Breaking News:

After it's spring break, the Latin Parliament has discussed the FLMS-charter togeteher with Samuel Schmid, Secretary of Defence.
The Confederacy of Latao fully accepts the charter and is still interessting in joining the organisation.

"Hello?"

"Williamson? Stone here. The Sarzonians want to talk to us about joining. Can you set up a teleconference?"

George turned to the rest of the council: "Any objecitons?" seeing none, he turned back to Stone. "Consider it done, Matt. Just give me the web address."
