"Will there be any objections from the Councilors?" said Chancellor Kalvin Robinson to his aide.
"It doesn't appear so, Mr. Chancellor. Your discussions with Mayor Chad of Snowcroft helped- he got his councilors on board, and they helped push it through."
"Excellent", bemused the Chancellor. To have the boldest iniative taken by Legalese sine the liberation hampered by the House of Councilors, a body of delegate chosen from among the men and women governing the localities, could have been devestating internally. But then again, considering only about 20% of the population turned out for the Chancellor elections, there'd probably be little backlash.
Robinson put his signature to the copies. There was one for each nation in Atlantian Oceania, as well as a few copies for internal purposes. All of the copies to be sent internationally were addressed to their intended recipient, and sent, save one. This last copy was accompanied by a note and a bottle of an amber liquid. The Chancellor looked at the bottle's white label, with black and gold lettering:

He wrapped the note and the copy of the paper around the bottle, and put it in a tubular canister. Before inserting the canister into the tube apparatus on his desk, Robinson paused. "Are you sure they fixed the tube system? I'd hate for this bottle to go to waste."
"It's good as new, sir," said the aide. "All they had to do was find the old tube line, and run it up to your office."
Robinson cracked a smile of relief, before he dropped the canister in the tube. Tiberius would be pleased with the change of pace from vodka.
The paper Robinson had signed, to be called by the next day's papers "The Robinson Doctrine", read:
