(OCC: Think of the process when the German Reich lost its eastern territories in 1945)

Since the former Confederacy of Latao ceased to exist in the storm of bombs and fire and the state was stamped out by the victory powers, the allied, former enemies have finally taken the land which was formerly known as the Confederacy of Latao.

Having no other choice than leaving their home lands or living in slavery and shame, almost the entire Latin population and culture disappeared from these areas, when probably more than 95 % of the former Latao civilization was displaced and the territory was widely ethnically cleaned.

The majority of the new nomads have decided to rebuild their beloved Confederacy in a new region of the large world, while the other, smaller group was not willing to completely give up their home.

These settlers hope to find their fortune that finally allows them to live in peace, safety and freedom in a large area of widely un-explored land, which the international community simply refers to as “Spot 18”.

The settlers hereby pronounce the creation of a new state, derived from the former Latin protectorate of Nyssa by the name “Protectorate of Latao-Nyssa”.

Latao-Nyssa is a young nation with an old history: Created by the refugees from the former Confederacy of Latao, built on the debris of the former Holy Saints, a new peaceful and honorable nation shall raise from the ashes.

Talks on a new Beginning

When the former Confederacy of Latao ceased to exist as a result of the war, the people that have survived pain, violence and military occupation lost everything and turned into homeless nomads.

The group that has found a new home northern of the old Latao is now taking actions to gain official recognition of the new Protectorate of Nyssa.

To point out clear signs of a new friendly co-existence with all nations and folks of Atlantian Oceania, the constitutional convention would like to invite not only the former enemies – the victory powers, but also all nations interested in discussing a preamble for a new constitution for the new Nyssa that shall have nothing to do with the old, fallen Latao.

Preamble
CODE

1. The people of Nyssa shall be a peaceful, honorable and reliable partner of the international community that cares about freedom, peace and friendship.

2. Never again shall war start thru the hands of neither Nyssa’s people, nor their military shall operate outside the country’s borders.

3. The Protectorate of Nyssa shall be a home for all honorable, innocent people of the old Latao, which are not wanted by the victory powers of the regional authorities.
4. Any people wanted by the victory powers or the regional authorities for war crimes or other illegal acts against war law, human rights and other sentences are being expelled to the victory powers or the regional authorities

5. Any symbols, political parties or similar ideologies referring to the old Confederacy of Latao and its aggressive, obsessive regime are banned.

6. It shall be responsibility of the Protectorate of Nyssa to gain and to cherish good relations in friendship to all nations in Atlantian Oceania including the victory powers.

7. The Protectorate of Nyssa accepts the after war scenario with the new borders and recognizes the international status of Nedalia.


If the victory powers agree on these basic paragraphs (or the modified edition resulting from these talks) the new state of Nyssa as well as the post-war situation shall be recognized by all parties, so that a new constitution can be built on these thoughts.

Interesting....but this is, however, the same people who claimed to want similar things after the Starblaydia bombings. Wonder how that worked out....

The only way the Dominion of Khazaron would agree to sit in on the creation process of your new constitution, would be if several requests of ours where met first. Only if each and every one of these where agreed to, would we send a delegation. First, we will be allowed to send a delegation with a fully armed military escort. Second, that delegation is to be immune to search or any other investigations by the Latin people. And finally, third, that delegation will be in contact with the Patriarch AT LEAST once every 24 hour period while participating with these proceedings. Any cessation of said contact, or obvious show of hostility against the delegation, will be seen as an act of war by the new Latin government, and appropriate measures will ensue.

As the nation which perhaps saw the madness of Omsec's regime first, the Protectorate of Starblaydia feels it has more reason than most to wish a chance to observe the formation of the Latin people's new government.

A delegation from the Protectorate would not require any special arrangements for security or contact, as the leaders of former-Latao have already felt a tiny percentage of Starblaydia's power in recent times.

We would also note that it was Starblaydia who were under threat from Omsec's regime, and that the invasion of Latao by uninvolved parties was seen by the Protectorate as overt agression.

The Free Republic will send an observation team to the new Nyssa; and this team will not need special security arrangements. We hope that the common people of Nyssa will be able to form a stable, peaceful government that can compete on the ECONOMIC battlefield, instead of the physical battlefield. As the old Latao has witnissed what the Free Republic can do when moved to do so, we hope that no further such reminders will be needed. We will also entertain the possibility of giving Nyssa the former Latin lands that are now in the gaurdianship of the Free Republic.

We would like to politely remind Starblaydia of events prior to their bombing of the Omsec regime involving Nedalia, Holy Saints, and Latao that brought heavy tension between the Nedalians and the Latins. We would also like to point to Starblaydia that Omsec's plan of "Southern AO" domination and war would have directly affected the Nedalian people, as opposed to the indirectly affecting Starblaydia. The invasion was prepared and put to work with three priorities in mind, and one of them was the exact same mission that Starblaydia sought to accomplish, and it did, in their bombing campaign. I assure you, nuclear weapons in the hands of insanity is no small matter, especially considering the history we had with Latao.

Had the Free Land of Nedalia been directly, overtly and verbally threatened by the Omsec regime - as we were - Lord Starblayde feels sure that they would have taken action prior to the fall of Omsec's regime at Starblaydi hands. Though the action taken by the now-Starblaydi Dwarven Leag... - um, we mean Strategic Defence League (damn auto-complete, let's try again). Though the action taken by the now-Strategic Defence League was certainly brave and heroic in its vicious attacking and outnumbering and general dogpiling of a crippled, leaderless non-regime such as the Confederacy, we as sure the Strategic Alliance's way of thinking will prove superior to the Strategic League's.

We also feel that the Free Republic of Lamoni should heed its own advice and actually begin to compete on the ECONOMIC (sic) battlefield, rather than the slaughter of leaderless and largely innocent Latin military personnel.

The Free Republic cannot abide having it's citizens kidnapped and tortured by even third rate nations like Latao. Like any sovereign nation, we will fight to defend our rights, and the rights of our citizens. May I take this oppurtunity to ask the Mister President to talk to his Minister for Finance, Chancellor, Treasury Secretary or similar to check the Free Republics accounts. We are aware that a lot of those numbers he gives you will be red ones, but there will be some ones in black from the Confederacy of Latao. Those, if we may point out, are for sales of Nuclear Weapons to that 'third rate nation'. If one is willing to sell such weapons to such a nation, then fail to incorrectly destroy those weapons, then send in 'experts' without adequate security proection, one must be willing to take the appropriate, if tragic, consequences.

We would also point out a little piece of chronology, in the fact that the Protectorate of Starblaydia was forced to take action against the Confederacy before the Free Republic and therefore would have a better view of 'justified use of force against the former nation of Latao.'

We are well aware of the state of our economy, and do not need reminders. It is true that we sold nuclear weapons to the Confederacy of Latao, but we remember that Starblaydia was racing to sell these same weapons to Latao as well. Circumstances that knocked Starblaydia out of the so-called 'race' notwithstanding.

We used no more and no less than the needed force to find our missing nuclear weapons and our experts. We will not speak for our allies that invaded Latao at the same time as we did. We did not send security with the experts because we were invited in on what was labeled by Latao as an open inspections process in order to avert a war that would destroy the Confederacy of Latao. Since we all know what happened to the Confederacy when they pulled their 'dirty trick,' I need not mention it here.

Yes, your economy certainly is in a right state, and we would be more than willing to provide you with advice from our business community leaders on how to make your economic polices more viable. We will also emind you that a single percent of the Protectorate's budget is worth almost twice that of the Free Republic's entire budget.

If the people of the Free Republic are allowed any personal spending money - once your nation's tax rate is reduced, of course - we feel sure that they will be willing to spend that money on Starblaydi-made products.

We of the Free Republic find the 'diplomatic' and 'political' wordplay to be of no comfort as well. Psipronia attacked our forces during a peacekeeping mission (OOC: while Lamoni was in B5Tech) and then retreating behind diplomatic and political platitudes. When he finally invaded the land of an ally, it was no surprise that the people of the Free Republic wanted revenge for the attacks on our peacekeeping forces. The Psipronian invasion of the lands of our now nonexistant former ally just gave our response 'political legitamacy.' We cannot be certain, but we believe that the Protectorate of Starblaydia has suffered something simular in it's past. Please correct that impression if it is in error, as we have no reason to create diplomatic tension between our two nations at this time.

We thank the international community for the mostly friendly offers to support Nyssa in the first hour. We would like to point out once again, that these people recognize that they’re old country was the power that initiated a bloody war and that they are willing to get rid of the past and to start a new life for themselves and their children. Pain and violence have in the end returned to the place of their origin, showing the people of the ceased Confederacy the real ugly face of war and hate. We also thank our friends for their will to separate criminals from common people that have nothing to do with that bunch of murders that took over the state and turned it into a one-party dictatorship. We again point out the fact, that we will provide close co-operation with the international authorities to hand out wanted people and to bring them to international justice – as that shall be a fundamental part of the constitution.

Nyssa has opened its doors to the former enemies and the people understand that rehabilitation takes time. Now that we have a lot of work to do, establishing new official structures that shall allow us to hold elections in hopefully a few months, we welcome any help and support we can get.

Let’s state again, that it is a very important goal also for the people of Nyssa live without guilty persons, we therefore welcome security supporter troops that may help us to find and to remove these people.

As our country is still occupying the southwestern portion of the former Confederacy, we have made a great deal of enemies and wish to ensure that none of them attempt something while your new government and ours, along with the other nations coming to these talks, attempt to build a new future. "As per usual, the verbal jousting and sabre-rattling of some of my loyal subjects and those of the Free Republic of Lamoni have reached a fever pitch of sorts, and I am not surprised by the inclusion of our conversation with Lamoni's latest crop of allies.

"On the subject of our respective national economies, my nation would genuinely appreciate a free-trade arrangement with the Lamonian economy, and we do offer, quite readily, our co-operation to make the Lamonian economy a stronger one. I am also sure that such advice can be garnered from business leaders in Sarzonia equally as well. Would that the Starblaydi Armaments Corporation had the fame and reputation of the Portland Iron Works, for instance, I would be an even-happier leader than I am today.

"As anyone with the internet will be able to find out, the Lavingrad Pact that governs the Strategic Alliance of Autocratic States is one based on peace and tranquility, and I must only blame myself for the specific language used in Lord Gomez's messages to you, President Stone, as Ricardo usually captures my speech with more eloquence than I can muster. That was not the case for some of the statements made on my behalf.

Nyssa seeks help in border protection

To ensure that no guilty individuals illegally enter territory of Nyssa, we ask our friends to provide Nyssa with troops that may help to secure the borders of the new nation of Nyssa. Since these state-structures are not yet available in Nyssa, we can not provide enough border controls and we are not yet able to check ships in the waterways between Nyssa and the former Confederacy.

Providing security assistance of that kind would allow the recently built constitution council to get its work done more quickly.

We look forward that the Protectorate of Nyssa will be recognized by the international community as an official, independent nation in southern Atlantian Oceania.

The Free Republic will cast aside it's unfavorable of the now dead old Latao in order to help the common folk of Nyssa with it's border troubles. We shall send a squadron of four Coast Gaurd cutters to do waterway patrols once the borders of Nyssa become official on the AO map. We hope that Nyssa will never betray the trust that this gesture is made in.

His Highness, Patriarch Khara will gladly lend a fleet of his best naval vessels to the peacekeeping efforts in the waters that surround the new Protectorate of Latao-Nyssa. However, they will report to their own commanders, not Latin ones, and they will do whatever they deem is necessary to prevent any unsavory characters from causing more havoc in the region. May this be a step towards a lasting peace within the region.

By order of Patriarch Khara, the carrier group under the command of Admiral Yisa, along with an additional compliment of battleships, was moved south towards the waterways of the new Protectorate of Latao-Nyssa. They where given explicite instructions to patrol the area and immediately detain any ships and their crew that did not give proper identification or were suspected of suspicious activity. As for the Khazaronian delegation to the Latin constitutional convention, they had already departed from Archon City and where on their way. It was expected they would arrive within a few hours.

The Lamonian Coast Gaurd Cutters left their base in southwestern Lamoni, and steamed for Latao-Nyssa. Onboard the largest of the cutters was the Lamonian delegation to the Nyssian constitutional convention. Numbering five men, it was led by a diplomat named James Anthony. He was a short, but powerfully built man, with light reading glasses, and a receding hairline. As the cutters went on their way, the team was busy reviewing the points that they were going to make to the Nyssians.
