Presidente Commandante Viastormin Vega stood at the window to his office. He had been doing so a lot since the Autokrator had departed for Hypocria and the news from Starblaydia had surfaced. Things were drastically changing in the region. Krytenia had just made an official announcement announcing their resignation from the S.A.A.S. And rumors as to their future circulated at every available place. More disturbing were the rumors from Olivery that seemed to show that nation as ready to join the already powerful S.D.L.

The S.D.L. Too much power in one place. That had been confirmed with Bazalonia’s membership and the continued talks with Myrtannia. And if that was not enough, four of the S.D.L. nations now had solid relationships with the Sylvanaes Kingdom. Too much power in one place. That fact kept popping its ugly head into view.

The time for a decision had come. And Viastormin had decided that the S.A.A.S. was not the best path for the Draggonnii Socialist Empire. That left only one other option - the third alliance that had spawned discussion on numerous occasions without anything meaningful coming of it. It was time to make something happen. Others would be ready to do so as well.

Viastormin carefully considered his options. Milchama and Casari would definitely receive invitations to attend a meeting to discuss these matters. Both nations stood much as his own - in the middle with little or no support. With the two nations as allies, a great core for future endeavors would be born. Pacitalia would also probably receive an invite as well. They were looking for something substantial as well.

And Hypocria. Viastormin would send The Autocracy an invite as well. With Krytenia defecting and Starblaydia a complete mess, perhaps Hypocria would be looking for something new as well. At least he could hope so.

The concept of a third regional alliance has been bounced around for long enough without any results. With the S.D.L. rising to great heights in strength and the downturn of the S.A.A.S. , we must address the fact that we need an alliance that protects our own interests and serves our own purposes. Alone, each of us must play to the whims of either side, but united we will have the opportunity to rise to new greatness for each of us.

I invite each of you to send dignitaries to Errion Vega so that discussions of this third alliance can be held and terms decided and finalized. I do hope to see each of you there.

That would get things started. Viastormin called for an aide to make sure the letters were sent. He wondered for a moment if he had forgotten anyone. They could be added quickly enough, he decided.

The winds of change were blowing a gale through Atlantian Oceania. Actually it was more of a hurricane, capable of destroying everything in its path. Such were the dark thoughts circulating through the mind of the Autokrator as he watched President Domesca’s press conference.

The events of the last few weeks had changed everything. It was Tiberius who had held the SAAS together and with him gone the cracks weren’t just visible, they were gaping. The silence from Xile, Abattoir and Nova Roma was deafening.. And now Krytenia was all set to jump ship to the SDL. Which of course was not a path Titus could follow having already betrayed them once. He managed a smile, even he could appreciate the irony. How long ago was it? When he had been all set to sign the Autocracy up to the SDL only to switch sides right at the death. And now it had all gone to pieces.

Titus had never met Starblaydia’s new Lady Protector in the flesh but what he had seen of her in the media inexplicable sent a chill right through him. There was something there, in the eyes. Something not quite right. Something . . . dark. And now she was the driving force behind the SAAS. A fact that had prompted Krytenia’s President to seek a way out.

And here on his desk, starring him in the face, was his own way out.

He reached for his phone and dialled.

“Max I want you to send a reply to Andossa Se Mitrin Vega. Thank the Presidente Commandante for his invitation and confirm that the Autocracy will be sending a representative.”

Dear Signore Presidente Comandante Vega,

I personally will attend your conference in Errion Vega. My government is disappointed that you did not ask us to host the conference considering this was a Pacitalian idea from the beginning, but to speak candidly, with the current domestic political change that appears imminent here in the Democratic Capitalist Republic it may be a better idea not to do so.

That said, I look very much forward to meeting you and hope that this conference is successful in cementing the creation of a third alliance in the region to counterbalance both the authority of the two present alliances and to prevent war from spreading across the region.

My very best to you and yours,

"Well will you look at that another letter."

"Let's get this one quick to Gonnenberg."

"Great Leader Gonnenberg, you gotta see this," *shows him note*

"Wow! thanks for showing me that we better respond quickly to make sure that we're in this thing."

Dear Presidente Commandante,

We would love to join a new alliance to balance out the SDL. I will go to ASMV as soon as the Bazalonian Prime Minister comes here. Instead I will send my defense minister, Moshe Rabin, to come out and speak on behalf of our interests. Also I would like to know if there is anything that I should discuss with the Bazalonian PM.

Sincerely,
Great Leader Tim Gonnenberg

Head of the Communist International Party.

Ari Elisar leaned back in his chair, looking at the sheet of paper on the desk in front of him. There would be meetings and sessions of the Assembly about this for months if word of the note actually left the room. Winter would be calling for his head as soon as he mentioned it to the assembly in the first place.

Sitting up, he reached out and pressed the button on the intercom. "Rebecca?"

"Yes, Prime Minister?"

"Please notify the Cabinet, I'm going to have to make a diplomatic visit abroad."

"Sir?"

"A... situation is brewing, and I would prefer to be on the ground floor." He said, releasing the button.

Before long, a reply was racing back through the communications channels back to the government offices of Andossa Se Mitrin Vega.

It is with great pleasure that I will await the arrival of dignitaries from each of your great nations. We have much to discuss and little time to handle affairs considering the current state of the region. I am sure that things will progress well and we can reach an accord that is suitable to each of us.

Arrangements have been made for each of your dignitaries and their entourages to stay at the Presidential Palace to accommodate swifter completion of the discussions and debates that I am sure will arise. I thank each of you for your swift responses to this request.

Also to be discussed will be the location of the headquarters for the new alliance once it has been finalized and becomes a necessity.

No slight was intended when choosing Errion Vega for these meetings. It had not been deemed a certainty that your great nation would even send representation or even if it would accept such an offer. It is an honor to know that you will be represented here.

Ari Elisar's government vehicle slowed to a stop on the tarmac. Bodyguards piled out of vehicles in front and behind before the door was opened for him. Climbing out of the car, he quickly climbed the steps to the waiting jet. Chatter on the Air Traffic channels quickly subsided as the jet climbed and met it's escort before flying in the general direction of Andossa Si Mitrin Vega.

Accompanying Elisar on the trip was someone of a more confrontational nature- Casaran General Edward Ylori.

"Do you really think this will do any good, sir?" The General said, unbuckling his seat belt and standing up, streching.

"Well, we have to try." Elisar said, looking at a box full of files. "What are those?"

"Oh... just some in-flight reading."

Behind him, Elisar could hear one of his bodyguards setting a heavy metal case on a tray table and opening it. He looked out the window at the ocean and sighed just a bit. The pilot announced that the plane would be starting it's descent as a sergeant offered the General a sidearm.

This wasn't the best way to go about a diplomatic mission.

As the waters of the Crystilakere channel past far below the plane Andrius Vyntra took advantage of the slight lull in his busy schedule to reflect. It had been rather a good couple of weeks for him. First he was appointed as First Minister of the Autocracy, making him the second most important man in the nation, and now he was off to Andossa Se Mitrin Vega to attend a high level meeting. Not bad for a lad from the poor side of Drissa.

The Autokrator had intended to make the trip himself but he had a prior engagement in Starblaydia followed by a stop over in Nedalia to pay his respects to the late President Bren. Atlantian Oceania’s leaders were seemingly dropping like flies. Vyntra couldn’t help but wonder who would be next.

Moshe Rabin stepped out onto Errion Vegan airport. He had just come here after a red eye from Milchama. After the 6 hour flight he looked dazed as the Vegan ambassador came to drive him to his hotel. He barely heard what the man said about the schedule for the meeting, he was sure that packet thingy he got would tell him everything.

After that short meeting he went to sleep. He knew that tommorow was to be an important day in Milchamian and Atlantian Oceanian history.

It was a cloudy, dull morning in Timiocato, the type of day that was in the minority in the yearly climate chart. Albinanda Serodini, Pacitalia's Agustinate of Foreign and Diplomatic Affairs, watched as the sea, the Port of Timiocato and the skyscrapers of the CBD fell away beneath her, the Aeronexus B70 corporate jet streaking upwards into the sky on its way to Errion Vega.

She was slightly nervous; it was her first trip abroad since being named the successor to Dr Rabastano Sancatto Serra - the man renowned as a "consummate diplomat" but sacked under accusations by the prime minister that he was the leader of the rumoured cabinet revolt. On top of adjusting to her new leadership position, she was trying to regain control of the third alliance movement. Sorantanali didn't have anything against President Comandante Vega but this was a Pacitalian idea and the Pacitalian armed forces would be taking a leading role regardless, being, together with Hypocria, the two largest components of a potential dealbreaker/dealmaker alliance.

Plus, PNN had reported Bedistan was going to choose a side soon as well, and Serodini dearly hoped President Buelga would choose the pro-stability option and join Pacitalia on the "third side" of the regional table. Atlantian Oceania was in tumult with leaders passing away or being killed, nations allying or defecting.

The orange folder she clutched in her hand slowly fell into her lap as her grip loosened, the Agustinate falling into an uneasy stupor. Eight hours and four uncomfortable "naps" later she was on the ground in Errion Vega, her hair and sharp-looking business suit crisply smoothened out for a highly professional, highly commanding look. Albinanda put on a confident mask though she was feeling far from that in regards to the Pacitalian position in the alliance.

As she got in the polished limousine she looked up and swore saw a face in the clouds. Stunned only momentarily, she regained her composure, genuflected and kissed the cross pendant around her neck and faced forward, pressed back in the leather seat as the car drove along the narrow lanes and wide boulevards to the meeting place.

Most esteemed President Buëlga,

I would like to extend a personal invitation to you and your great nation to attend talks of a proposed third alliance in Atlantian Oceania. I do not know your personal stance in regards to the S.A.A.S. or the S.D.L. , but my advisors assure me that your nation has remained neutral in the affairs of the region.

I also know what that position will mean in the future as most nations have now chosen their sides - alliances broken and remade. Others, who have also always stood as neutral are now ready to engage in the discussions of a proposed third alliance. I think that I can safely speak for all who will be represented here by stating that your presence would be more than welcome.

I do hope you take the time to give this humble offer some consideration.

Viastormin Vega looked carefully in the mirror. The brass polished to a high shine on his military uniform. Today was a very big day for ASMV and the rest of the region. Leaders and dignitaries from Casari, Milchama, Hypocria, and Pacitalia had already arrived for the conference that would finally decide the fate of the long-proposed third alliance. No word had been received from Geisenfried, and his final invite had just been issued. Hopefully a positive word would be returned from both in the very near future.

Responses from Hypocria, Casari, and Milchama had been upbeat in nature, and Pacitalia was here as well, even if they had seemed a bit frustrated by the Presidente Commandante’s decision to expedite the matter. But that was an issue that would have to be worked through now. No time to worry over the decision. Time was of the essence in this matter. Especially now that it had become know that The Lowland Clans were joining the S.D.L. That alliance was quickly growing in power and was looking now to become the sole dominant force of Atlantian Oceania. Things were shifting quickly and Viastormin did not like the way they were shaping up.

He looked for a moment longer, and then left his room. Prepared now to address the conference, he made his way towards the designated room with quick, purposeful strides. The time had come for action.

He paused a moment at the door. Taking a deep breath, he thought one more time about the reasons for this conference and the people who waited on the other side. This was to easily be the most important issue of his rule. His defining moment, others would say. But he did not see it quite in that light. He was only facilitating something that must be done. Others could have the glory. He only wanted the measure of peace and stability that these efforts could produce. He turned the knob and entered the room.

“Ladies and Gentlemen, it is a pleasure to welcome you to Errion Vega and to The Draggonnii Socialist Empire. Each of you already knows the importance of this conference, so I will spare my comments on the need for such to take place. As I do not have a desire to dominate these proceedings, I will turn the floor now to whomever would take the first opportunity to speak. But please, let us conduct these proceeding as friends and without the formality that is needed outside of this room. In here we do need to be candid with one another and there is little place for the kissing of asses. Now, who wants to go first?”

The Royal Federation considers the prospect of the creation of a third Atlantian Oceanian Alliance to be a necessary step in preserving the peace within our region, and so, I would like to confirm that we will be sending a representative to the conference concerning that matter in Errion Vega.

I should be used to these things by now, but somehow, I'm not.

Archduke Andreas Seifert simply sighed as he thought about these things while his CJA-714 jet landed on the runway of the international airport of Errion Vega. Being the brother of the king, he was called on to do important delegations if Alexander was tied up with other important subjects. And with him flying to Nedalia and Starblaydia to tend to the funerals of Tiberius Starblayde and Andrew Bren, the conference in Errion Vega fell to him.

Soon after landing, he and his small squad of security guards leave in a limousine towards the building in which the conference was taking place. Once through the security, the Archduke entered into the conference room, only to find the pairs of eyes from the other delegates fall on him, as he had arrived slightly late. Wordlessly, he simply sat down in one of the seats and waited for someone else to speak, as he wasn't sure how far they had gotten.

Posted by: Bedistan Jun 8 2006, 01:15 PM
Several hours after departing Esther Marchese International Airport in Columbia, President Buëlga's private plane landed in Errion Vega.

"You'd better get going," remarked a Vegan waiting by the plane, "the meeting has already started." Buëlga and her security detail followed the man to the correct building, and the President rushed to the conference room before quietly opening in the door in case someone was speaking; nobody was, though she quickly found five sets of eyes upon her as the five other representatives looked to see who had entered. One of them, apparently Archduke Andreas Seifert of Geisenfried judging by the nameplate in front of him, looked slightly relieved; Buëlga guessed that he himself had arrived only moments earlier.

"Karla Buëlga, president of Bedistan. I hope I'm not too late for the party?"

Posted by: Casari Jun 8 2006, 05:38 PM
Ari Elisar raised an eyebrow quietly. "One would hope that if we were having a party, there would be more booze."

Sitting back in his chair, he looked around the room. "The S.D.L. is growing in power at what appears to be a freakishly fast rate. There could be a good number of reasons for this happening, but if we try to narrow it down to things that are reasonable, they don't have anything better to do other than partner up, their irrational fear of Starblaydia is getting the best of them, or something involving a bunch of evil brain-controlling aliens bent on regional domination. That aside, the real question is, how exactly do we manage this third alliance without siding with either the ironically-named Strategic Defense League or the Purple Crush, and becoming just another pawn?"

"As well, we have to make sure our name is up to par."

Posted by: Pacitalia Jun 8 2006, 06:25 PM
"Agreed about the name," Albinanda replied. "By the way, I'm Albinanda Serodini, the new Agustinate of Foreign and Diplomatic Affairs down in Timiocato. Glad to meet all of you, of course."

She took a breath, swallowed some water and continued. "Our major problem right now is, on top of what our good Casaran colleague mentioned, geography. The SDL has an, albeit unintentional, geographic advantage over any other possible alliances or compacts in the region. The sheer fact that most of the SDL's nations are located along the South-Central corridor, with the exclusion of the Lamonians, is a lucky feat for them. But if you look closely at the map, we ourselves could have an advantage."

She pointed to a map of the region on the wall. "If you please, notice that Pacitalia, Milchama, Hypocria, Andossa Se Mitrin Vega and Casari lie not in the centre of the region but around its edges. That very fact alone allows us the ability to surround and contain any threats. And with a strong Bedistani presence in the centre of the region, our power would threaten if not match the power projection of the new SDL."

"I must say I am truly uncomfortable with the fact that so many countries are ready to just join up with the SDL, for, shall we say, craps and giggles. As Signore Elisar said, such a unification of goals and aims creates an unbalanced power scheme in the region." Her eyes met with all her colleagues sitting at the table. "And as we know, everything in the universe has two sides. Yin and yang, black and white... and a power cram followed by a power vacuum. The SDL feeding off the SAAS carcass with nothing in its path to slow that growth."

"Most of the new recruits to the region have absolutely no good reason to be joining that alliance. They simply, and foolishly, think that the SDL is the champion alliance in the region, and suffice to say Pacitalian intelligence, including recent satellite sweeps suggest that these nations have no substantial military capability to back up their words. To put it another way, they really just want the glory if it comes to war. Because a war means a certain SDL victory. Starblaydia against half the region? No contest whatsoever."

"So again, I ask, why join the SDL if one is not going to contribute in the manner of which they are expected? Certainly, the SAAS is a sinking ship, and yes, the SDL is unofficially, very unofficially, the defender of democracy and freedom in the region, but what happened to stability and prosperity? We must not only take an active role in keeping the peace here in Atlantian Oceania, but I feel we must encourage other non-aligned states in the region to join our side, to send the other two alliances a message - AO was stable until the two sides deliberately began provoking each other. We must send that message that such actions are unacceptable. And we must do so together, whether with words, or God forbid, with a show of force."

She sat back, having said her bit for the time being, and looked around for the next person to speak.

Posted by: Geisenfried Jun 8 2006, 08:03 PM
"Valid points. The more I think about it and the more we discuss, the more I realize that the Strategic Alliance of Autocratic States is almost as dead as Tiberius is. This Lady Viannor who now leads Starblaydia is just an intimidating figure as Tiberius, but unlike him, she seems to think that she can do it alone, while Tiberius was at least sane enough to recognize that he couldn't do that."

"When Krytenia left, no one in the SAAS said a word, and that silence told the rest of Atlantian Oceania that the Strategic Defense League was now top dog, as evidenced by the handful of nations who suddenly switched from neutrality into applying for the SDL. In the end, while Viannor's enough of a loose cannon for us to make sure to keep an eye on her and Starblaydia, we're really here to try and keep the balance in our region by opposing the ever-growing SDL. To make an alliance to replace the dying second rather than a third. And to do that, we must make something decisive happen here before it is too late and the SDL has everything. That's my two cents, for now."

"As for a name, may I suggest the Strategic Coalition of Sovereign Nations, or SCSN, for short?"

Posted by: Milchama Jun 8 2006, 11:04 PM
"Nah sounds to much like the SDL. Don't like that name at all." Moshe Rabin quickly jumped in to give his two cents on the issue.

"As for what our Pacitalian friend said, sorry I don't remember your name, right now we are in a period of transition for AO. Two of the most important leaders in AO have just died and the SDL's size has increased and we are all sitting here at a meeting talking about something that just two months ago seemed like a dead idea. What we need right now is some kind of action to halt the SDL. Getting Bedistan involved in this conference was a start but we need to do more to get more nations."

"I also agree with our Geisenfeld delegate that the sooner and more decisive we make our actions the better. The quicker we can do them the more impact they will have and the more likely that we will be able to stabilize the power within the region."

Posted by: Pacitalia Jun 9 2006, 12:40 AM
"I agree - and with that I have already been in contact with the government in Fmjphoenix to see if they are interested in joining us. In addition, getting Commerce Heights to enter the alliance would allow us to secure that 'perimeter' idea I was talking about."

Posted by: Hypocria Jun 9 2006, 01:49 AM
“I think we can all agree that the region is sorely in need of a new faction to counterweight the League. I too have been alarmed at the sharp growth in power of the SDL. I’m fully aware of the bad press the SAAS has received in the past but I firmly believe that the upper echelons of the Defence League harbour some of the regions most dangerous warmongers. You only have to look at the Latao crisis. After Starblaydia had effectively removed the danger from Omsec’s regime the SDL descended on the crippled nation like a pack of hyenas. And those same warmongers I’m sure underestimate the remaining power of the SAAS just as some in this very room do.”

“Believe me, I wouldn’t start dancing on the grave of the SAAS just yet. I like to think I have a certain amount of inside knowledge on the alliance and I can tell you that the forces that can be mustered by the likes of Abattoir, Nojika and Xile are nothing short of formidable. And that doesn’t even include Stayblaydia in the equation. Now they have Viannor at the helm they are more dangerous than they ever were under Tiberius. Rest assured, Viannor doesn’t just think she can take on the region, she believes she can take on the region and win.”

Posted by: Geisenfried Jun 9 2006, 10:36 AM
"Fmjphoenix and Commerce Heights? Having them would be excellent. Perhaps we should contact the Space Union as well."

"As for the SAAS, while the armies they could possibly raise are formidable, if they do nothing, what is the point of such armies? However, if Viannor is as insane as you say she is, then I think the region will be sorely missing Tiberius quite soon, even those who hated him."

"We all seem to recognize the threat of the ever-expanding SDL, the psychosis of Viannor, and the need to do something quickly. So, we ought to iron out the details, discuss the exact ideals this alliance stands for and put them down on paper. Also, where is this alliance going to be headquartered? Here in Errion Vega? In Timiocato? Or maybe some other city? And are there any other suggestions for names, other than mine? Let's get the essentials down for this alliance, as soon as possible."

Posted by: Manhattan Prime Jun 9 2006, 04:10 PM
OOC: May Manhattan Prime attend the conference?

Posted by: Pacitalia Jun 9 2006, 04:11 PM
"Perhaps to show that we are not just another alliance, and that we are a band of brothers, per se," Serodini said, "we could have offices in every capital of the member states. One in Timiocato, one in Errion Vega, one in Konigseifert... Phonecia, should the Fmjphoenicians join... Hypocrium, Columbia, Alexandria and Tyrellia. I think that's a more powerful political message for the region than just having a headquarters in one city."

Posted by: Casari Jun 9 2006, 05:17 PM
OOC: I wouldn't have issues with it, but it might be a bit of a late arrival at this point. =p

Elisar nodded. "In the same vein, the organization of some kind of multinational military exercises at some point in the near future should be a priority, along with an analysis of the current military needs of the member nations to see where some can improve and where some of our specialties lie. A strengthening of trade relations, including possibly lowering tariffs and other taxes towards imported goods from other members, would also be a great benefit to the alliance."

"Plus, We should leave Strategic out of the name. Strategic is so overused."

Posted by: Milchama Jun 9 2006, 10:21 PM
"Since Strategic is overused and the rest of it sounds good why not the Coalition of Sovereign Nations. It's peaceful and I think it has all the qualities of a nice alliance name."

"And now let's sum up what we are saying and vote on it or make some decision regarding it,

"First, we have the no one place for headquarters but a bunch of different national offices so as to show that no one nation is part of the alliance. Personally I believe that we need something central so as to relay concerns quickly but I like the idea in thoery."

"Second, we have the multinational military excercises as well as analysis on military strengths and weaknesses. This seems to be a good idea and something along these lines will need to happen sooner or later so the sooner the better."

"Finally, we have the economic ideas such as lowering tariffs and taxes on imported goods with these nations. I don't really care about this stuff as Milchama is pretty self sufficient but I'm sure others do, so that'll be up to a vote."

"Oh yes and the name will need to be discussed and voted on but that will come last."

OOC: We can just say I was there from the start but said little tongue.gif

Dr Carl Owens, the Manhattanite Minister for Foreign Relations rose. "Personally I like the name CSN, though I agree that can be the last thing we decide upon.

As to the issue of a central headquarters, we could happily reach a compromise. How about each nation has it's local office, and we elect amongst ourselves a 'central' office to act as a centralised leadership - we could rotate this every so often, so nations could take it in turns to have the 'Presidency'. Just an idea."

OOC: Similar to the EU Presidency, though hopefully more efficient tongue.gif

Posted by: Casari Jun 10 2006, 08:07 PM
Elisar nodded. "Another idea would be to seperate the different areas of cooperation into the different headquarters. For instance, the Alliance's Military headquarters could be in one location, while the cooperative Space efforts of the alliance could be in another. Of course, the problem might be that we don't have evnough facets to the alliance to actually have these types of headquarters in every nation."

OOC- Power supply on this crappy computer fried. Think it might be working - sort of - for now - at a whole whopping half-speed. sad.gif Will be back as soon as possible to catch up on things.

And thanks to Bedi and Geisenfried for coming. Also MP, you are more than welcome. Be back as soon as I can.

Viastormin sat quietly, listening intently as each put in words their thoughts surrounding current issues and their thoughts concerning the future each member here knew would face them if these talks were to fall flat.

Finally he rose, ready to speak.

“I like a lot of the ideas that have been presented here. Let me begin with the probable largest benefit that has been mentioned - increased trade and reduction of tariffs to accommodate that point. That reason alone is enough for each of us to give careful consideration to the alliance.

But an economic alliance is not the main issue that we have come here to discuss. I also feel that the S.D.L. has grown unchecked for little better reason than whims and desire to tag along with powerful allies. That does not change the fact that that alliance has grown exceptionally fast and is fast becoming too damn powerful for their own good. In my opinion, the S.D.L. is absolutely no better than the S.A.A.S. They simply use a different agenda to justify their actions.

As for the S.A.A.S. being a dead issue - don’t count on that. Starblaydia alone is powerful enough to cause any alliance more trouble than they want at any given time. Nojika is less of a factor, but if the sleeping giant we know as Xile were to awaken, things could turn sour really fast.

None of us here have chosen to believe in the righteousness of either side. That is why we are here. Ones who have talked of this alliance for some time, as well as those who now see the need for it to become a reality. Now is when we must come together and prove that we will not allow the current situation to continue to balloon unchecked.

I support the idea of a joint military exercise as soon as possible. My thoughts would be to parade it through international waters off the coasts of Hockey Canada and Starblaydia between ASMV and Casari. At the same time hold another exercise off the coast of Sarzonia and Falcania. And to prove ourselves hold a third exercise immediately after the two already mentioned off the coasts of Lamoni and Khazaron/Olivery. That would send an immediate message to everyone involved on any side.

Adding Fmjphoenix, Commerce Heights, and/or Space Union (to begin) would be a great thing. That would greatly expand our base of operations to a point where we did circle the region. Any help that anyone can be to bring in such nations as that would be more than welcome.

I like the idea of having an office in every capital all the way around. I can also see the need of a centralized headquarters. MP’s idea is a very good one should we decide to take that route. If we choose to have a more permanent headquarters, I personally would like to see it placed in Bedistan, should they agree to join this alliance.

But whatever course we take, we must move quickly. That means that we need to spend some time in discussion on the general stances as well as more defined areas of stance. Without those being decided, we have nothing to build on. Promoting peace means nothing if we do not know how far we will take things to preserve what we are promoting and what will justify the actions that we do take.”

"Well, I'm flattered that you suggest Bedistan house the alliance's headquarters," President Buëlga responded. "I'm also glad because that now means I can endorse that without looking like I only care about my own country, heh. In all seriousness, since Bedistan is pretty much the geographical center of the alliance, it does make the most sense.

"And yes, if we can get those other nations to join, that would be great, though to be honest I wouldn't expect much out of Commerce Heights, seeing as I'm pretty sure their government is so weak that they wouldn't even have the ability to ally with us or anyone else for that matter. But it's worth a shot."

OOC: While, depending on the details of the alliance, the Unified Capitalizt States would probably be unable to join, it may be possible for the Capitalizt Defense Alliance to join, much like Capitailzt SLANI acts as a representative of CH on the WCC and NSOC.

Posted by: Geisenfried Jun 12 2006, 07:37 PM
"Concerning the joint military operations, to show off in all the areas you suggested, four operations would be better than three, but I see no reason why all four can't be done. Here are my suggestions."

"The first, I think, should be launched from Casari, in order to show Viannor and Starbladyia we mean business. For lack of a better name, I'll call this Operation Spring."

"Next, we send the same message to Falcania and Sarzonia, launching a joint operation from Pacitalia and possibly from Bedistan and Hypocria as well. I'll call this one Operation Summer."

"For the third, we go towards the SDL heartland by launching from Andossa Se Mitrin Vega and head towards Khazaron, Oliverry and Hockey Canada. Following the pattern, I'll call this one Operation Autumn."

"Finally, we make a statement to Lamoni, Myrtannia, and Bazalonia from my country, Geisenfried, and Milchama as well. As you might expect, I'll call this one Operation Winter."

"That's my take on the joint military operations. Also, are there any objections to the 'Coalition of Soverign Nations', before we put it on the books?"

Posted by: Andossa Se Mitrin Vega Jun 13 2006, 01:10 AM
I do like the idea of the joint military training/ventures. I also have no objections to the proposed names of the operations. As for the Alliance name, I am still undecided on the issue and general consensus seems to wish for that to be the final piece of this puzzle.

I personally would have no objection to this, but it would have to pass a majority of votes from nations present.

I also like Bedistan for the headquarters for the same reason they named - geographical center. That does not mean that I would not support the rotating headquarters if a suitable system can be installed.

Now for the heart of these discussions. We have all joined in this conference in order to facilitate more peaceful stability within the region. We are all here because we know that the other alliances seem to fall outside the boundaries of what we would call acceptable. But as of yet, not one person has commented on what steps we should actively take to preserve the peace we all desire. Where is the line that we do not wish to cross? It is foolish to think that we will never have to use force to accomplish our goals. We do need to hear what everyone thinks on this issue.

Posted by: Casari Jun 13 2006, 06:24 PM
Elisar nodded. "I think the difference is that while we should be prepared at every moment, we cannot be eager to strike first, which is what the more warmongering alliances seem to be doing at every oppertunity. The first move should always be made in direct defense."

Posted by: Andossa Se Mitrin Vega Jun 13 2006, 11:43 PM
I wholeheartedly agree. We should never be the first to strike. I also feel that any strike we would make should be considered as a last resort after diplomatic ends have met with very little or no success. Diplomacy should be given every chance to work first.

Now if force is neccessary, we all have to be on the same page with ensuring the peace we have tried to establish. We all must be ready to do what is required to preserve peace. Once force has been called out, we should also be watching for the point when diplomacy can resume. After all, we are not the warmongers of the other alliances. We simply wish to preserve our peace and protect our interests without the fear of running up against the S.A.A.S. or S.D.L. alone.

So if this is the basis of our alliance, let us now put that point forward to be ratified and see who is willing to make this commitment.

The Draggonnii Socialist Empire of Andossa Se Mitrin Vega formally accepts this as the basis of an alliance to be named later between all or part of all parties present.

As for a name, how about Regional Peace Accord (RPA)?

Posted by: Hypocria Jun 14 2006, 01:44 PM
“Before we reach the ratifying stage I feel I should clarify our position. At this precise moment in time the Autocracy is a signatory of the Lavingrad Pact and as such a member of the Strategic Alliance of Autocratic States. Only the Autokrator can end that association and commit to this new endeavour which is why he wanted to be here in person. My instructions were to test the water and then report back to him.”

“It’s a mere formality and a single phone call is all it will take. The boss can be a difficult man to read but I firmly believe he feels Viannor will eventually bite off more than she can chew. I’m confident he’ll consent to the Autocracy joining this alliance but I do have to hear it from him. Presidente Commandante, is there perhaps a quiet room I could use to make the call?”

Posted by: Milchama Jun 14 2006, 01:54 PM
Moshe Rabin who had been listening and taking notes finally decided it was time for him to speak again,

"So then, I believe we have all agreed that joint military exercises are needed. And I think we can agree that Geisenfreid's plan is the best."

"So that means it is time to vote."

The voting shall take place in alphbetical except that Milchama shall come first.

Milchama: "Aye"

"I'm not quite sure- the Regional Peace Accord sounds more like something we'd sign after beating the hell out of each other. I don't mind the Coalition of Soverign Nations, myself, but what about something like the Oceanic Treaty Organization or something like that?" Elisar said, shrugging. "Or, we could be 'The Alliance without a Name!', just to try to shake things up."

Posted by: Geisenfried Jun 14 2006, 10:45 PM
"Atlantian Oceanian Treaty Organization... AOTO for the acronym, I guess... doesn't sound bad, but let's focus on the other things first. I'm go for the joint military operations, but I have one thing to say concerning the 'defensive wars' clause. I only bring this up because of the situation in Atheistic Right. From what I've seen, they take Darwin's 'survival to the fittest' to a level of radical fundamentalism, and aren't exactly the people you want to trust with nukes. Because they are close to my nation, it's most likely that we will join in any AORDO coalition attack against them. So, if such a clause were added, I ask that it be made to say that the entire alliance will only move in a defensive war, and that individual nations within the alliance should be free to move about in conflicts that they feel concern their national security, as in our case with Atheistic Right."

Posted by: Casari Jun 14 2006, 11:19 PM
"That sounds entirely reasonable. There needs to be some amount of discretion involved, as a nation rampantly wielding nuclear weapons in a threatening fashion is a surefire threat to regional peace." Elisar said. "I think what we want to force ourselves to avoid are the things that the SDL are constantly doing- plotting attacks against others at every moment of the day while waving the banner of Peace, Freedom, and Democracy."

Getting out of his seat, Vyntra felt the eyes of the room turn on him. Apparently it was his turn to vote. Technically he shouldn’t commit the Autocracy to anything without the Autokrator giving his blessing to this alliance. But he was going to speak to the boss in a matter of minutes and he was almost certain Titus would support the new alliance so where was the problem? Besides, he didn’t want to be the one to slow matters down.

“Aye. And just for the record I prefer Coalition of Sovereign Nations.”

Manhattan Prime:

With that he followed Viastormin’s aide out to the Blue Room . . .

Posted by: Manhattan Prime Jun 16 2006, 03:03 PM
Manhattan Prime: Aye

Milchama's been, so Pacitalia?

Posted by: Pacitalia Jun 16 2006, 10:17 PM
Pacitalia: Aye.

"And that's it, I suppose, for members?" Serodini said. "I believe Pacitalia's last alphabetically."

Posted by: Hypocria Jun 17 2006, 04:11 PM
Alone in the Blue Room Vyntra took out his phone and dialled the number that only a select few knew.

“What is it?” The Autokrator sounded irritated.

“I think they’re ready to actually get this thing off the ground. Have you reached a decision?”

“It’s all gone to hell Andy. There really is only one thing we can do now . . .”

“I figured as much. I‘ll make the arrangements. I bet there’s quite the party for Tiberius over there.”

No reply

“Excellency?”

He heard an exchange of words. Vyntra stood transfixed in the centre of the Blur Room, desperately trying to make sense of a conversation taking place hundreds of miles to the south. A conversation that had suddenly become muffled. He heard the unmistakeable sounds of a struggle. And then nothing. The silence seemed to stretch for an eternity. And then the voice. A voice that in an instant burnt itself into his memory and would haunt his dreams more than once in the future.

"I regret to inform, whoever is listening, that Autokrator Titus Drax has just this moment passed away. It appears, that he had been keeping his illness secret from even his close friends for some time now. Such a shame that lies come back to haunt even the ones you love. And, rest assured, should any news of what happened here tonight - other than the public statement we release - emerge, then we will find you and we will kill you. We know where your children go to school, and we know your daily short-cut to work when the traffic is heavy. Do not -explicitive removed- with us."

There was a brief crunching sound and then silence reigned once more.
____________________________________________________________________

Several minutes later Vyntra returned to the meeting room having regained some modicum of his composure. But the colour was yet to fully return to his face and his right hand was clenched into a fist to stop it shaking. He tentatively refilled his glass with water as thoughts raced through his mind. Thoughts of his two daughters and the threat to them that would keep him silent.

He had never felt so helpless. But he couldn’t just do nothing. Vyntra hauled himself up out of the chair and took a sip of his drink, using the those few extra seconds to form the words in his head.

“We have all agreed that this alliance is necessary so lets make it official. Now is the time to put it in writing. The time to form our coalition and announce it to the world. And to let the warmongers around the region know that a new power is rising. Agreed?”

Posted by: Milchama Jun 17 2006, 05:02 PM
"Let's do it!"

"We all said yes to the military movements. We need to put somebody in charge of that, I think Geisenfried will work as they suggested the idea and now we need two people to be in charge of actually writing the charter/treaty/whatever. How about Pacitialia and ASMV as they were the ones who really started the idea."

"If anybody is against this speak now"

OOC - still having computer issues to put it lightly - thus the reason for the next post

IC -
Viastormin looked around the room.

"At this time, I am not comfortable with handling the details of the alliance. It is enough for me to have brought everyone together here to make this happen. Perhaps Casari, Milchama, or Bedistan would be better suited to handling the writing of the articles with Pacitalia. I will leave that up to you to decide.

As for Geisenfried leading the joint-military exercises, I am fine with that as well. We just need to settle on the actual scope of the opperations and get everything organized so that we can begin them."

Posted by: Geisenfried Jun 18 2006, 11:03 PM
"I must decline the responsibility of coordinating the joint military operations... I don't think me or my piers would be able to do anything quickly with that, we're busy enough coordinating our own operations against Atheistic Right. So, would someone else like to take the job?"

OOC: The real reason I say this is that I leave for a week and a half tommorrow. If you'd like this done before the end of the month, then I suggest someone else do it.

Posted by: Andossa Se Mitrin Vega Jun 20 2006, 11:03 PM
OOC - I cant count on my comp to work long enough to do anything major right now. sorry. And Geisenfried is going MIA for a while. So that leaves us with two issues to resolve.
1. Who will write the Articles of our Alliance? 2. Who will coordinate the miliatry exercises?

We need to find some answers for these two things. We can wait on Geisenfried for the operations if that is the majority decision (and it is fine with me). But the alliance document really needs to be written very soon so that we can move forward.

Posted by: Manhattan Prime Jun 21 2006, 07:32 AM
OOC: I'd be happy to write the Articles, but I'm not very experienced at NS, so I could use an experienced player to help me, or make suggestions. Pacitalia, maybe we could run ideas past each other on MSN or something?

OOC: I have a very basic draft ready for review/amendment. Mainly paraphrased from the thread, but it's good to have all our principles in one place.

Major Points:

We are first and foremost a Pro-Stability alliance. We consider it vital that the balance of power within the region be kept - We are therefore committed to the stability of the AO region.

The entire alliance will only move in a war of direct defense.

Individual nations within the alliance have the freedom to get involved in conflicts where they feel their national security is threatened. - Geisenfried clause about AR

While we should be prepared at any moment, but should never be the first to strike. Any strike we would make should be considered a last resort after diplomatic ends have met with very little or no success. Diplomacy should be given every chance to work first.

We must be ready to do what is required to preserve peace. Once force has been called out, we should be watching for the point when diplomacy can resume. We simply wish to preserve our peace and protect our interests.

The alliance will have no single headquarters, but will have offices in the capital in every member state. We believe that no one nation is more important that the alliance.

However, to quickly relay concerns and provide centralized leadership we will elect amongst ourselves a 'central' office – this will be rotate every so often, so nations take it in turns to have the 'Presidency'.

We are committed to the fostering of trade, by a strengthening of trade relations, and lowering of tariffs and import taxes.

We must take an active role in keeping the peace in Atlantian Oceania, to send the other two alliances a message - AO was stable until the two sides deliberately began provoking each other. We must send that message that such actions are unacceptable.

We aim to counterweight the recent growth in power of the SDL and SAAS. We feel neither is morally superior to the other, but merely use different agendas to justify their actions.

Viastormin looked over the proposed Articles of Alliance set forth by Manhattan Prime with the help of Pacitalia. Everything looked very well presented and to the point. Some articles, such as #7, would need more definition but all in all the document had all neccessary ingredients.

"Friends, it is my opinion that we ratify these articles and make official our alliance. Anything further that needs added or amended can be handled at such time as it becomes neccessary. Would any of you care for further discussion of the issue, or shall we commence with a vote?"

Posted by: Pacitalia Jun 26 2006, 01:39 AM
"Unless others have further ideas, I agree that we should move to a vote," Serodini replied. "We have accomplished much; I must say I am proud to be with all of you today and excited for when we show ourselves to the world in due time."

Posted by: Manhattan Prime Jun 26 2006, 02:29 AM
Dr Owens stood; "I feel these 'Manhattan Accords' are a good basis that can be built on later. Sure, they need some ironing out, but it's a good start. I think that we should take a vote - it's more important that we get the alliance established as soon as possible, then get the paperwork perfect later."

Posted by: Bedistan Jun 26 2006, 01:57 PM
"Agreed," replied Buëlga. "I third the motion to vote."

Vyntra couldn’t help but feel a little distracted, what with the death of the Autokrator and all. But until the Starblaydis made Titus’ demise public there wasn’t a lot he could do. So he may as well concentrate on this.

“Ok, so let’s vote. Let’s make it all official and announce our presence to the rest of the region. Of course we’re still lacking a name. I still like Coalition of Sovereign States but how about Coalition of Sovereign Powers? It sounds more dynamic.”

Posted by: Casari Jun 26 2006, 05:11 PM
"Meh, one name's as good as another." Elisar said.

Posted by: Pacitalia Jun 26 2006, 06:10 PM
"How about ASPIRE?" Serodini suggested, after thinking something quite random but quite good off the top of her head.

"'The Alliance for Stability, Peace and Intra-Regional Entente.' The acronym itself is our goal, because we aspire to create such stability and peace in Atlantian Oceania, and that is reinforced by those two terms being housed in the acronym itself. And entente is, of course, our end means."

Posted by: Casari Jun 26 2006, 08:34 PM
"I have to admit I'm fond of it. Not only is it an acronym, but it spells something, which is the goal of any acronym."

Posted by: Andossa Se Mitrin Vega Jun 26 2006, 11:26 PM
"Now that is really the first name put forward that I really like. I say let's add it to the vote. But that is just my opinion.

As for the vote to ratify the Articles of Alliance, let us go in alphabetical order as before.

Vyntra breathed a sigh of relief. This was the break in proceedings he desperately needed. He couldn’t wait anymore, he had to get back to Hypocrium.

“I too have to excuse myself. I promised our ambassador a meeting. I bid you all good day.”

____________________________________________________________________

Down by his limo Vyntra was confronted by his driver, a deeply troubled look on the lackey’s face.

“Thank goodness you’re here sir. The embassy’s been trying to reach you.”

“Did they say why?” The First Minister asked, knowing fully well why.

“No sir. But it sounds urgent.”

Urgent. That was an understatement. Clearly the Starblaydi authorities had alerted Hypocrium to the Autokrator’s unfortunate . . . illness.

“Take me to the embassy.”

Posted by: Manhattan Prime Jul 1 2006, 03:27 PM
Carl Owens stood and walked over to the Pacitalian representative; “Ms Serodini? I wanted to say that I appreciate all your help with the writing of the articles. I must say it feels good to finally be doing something to balance the factions in the region. I feel the talking had gone on quite long enough, but with this alliance, we have been given a chance to do something concrete.

He fell into step beside her – “This is my first time in Errion Vega, but I’ve certainly been looking forward to visiting – I’m only sad that I cannot stay longer.”

Ari Elisar stood, streched, and yawned. "If noone minds, I think it's about time for some drinking and a few behind-the-scenes political games on my part to make sure this squeaks through the assembly. But clearly, the drinking has to come first." he said, looking around. "Anyone agree with that motion?"

Posted by: Hypocria Jul 9 2006, 11:14 AM
The jet soared south through the darkening Atlantian sky, central Bedistan far below it.

Comfortably seated in the plush interior, First Minister of the Autocracy Andrius Vyntra allowed himself a small smile. The turmoil that had wracked his mind following recent events was starting to pass, replaced by a certain clarity. The Autokrator was gone and his seat of power was now vacant. And it was slowly dawning on Vyntra that he was perfectly placed to fill that vacancy. Perhaps the crazy Starblaydi had unwittingly done him a favour.

He pushed a key on the keyboard in front of him, sending a message speeding through cyberspace to the Presidente Commandante of Andossa Se Mitrin Vega explaining his sudden departure from the talks. But it had been necessary to return to Hypocrium as soon as possible now the news had become public.

To: Presidente Commandante Vega.

Forgive my abrupt departure.  I’m sure by now you would have heard of the tragic news of the Autokrator.  And I’m sure that you also understand my need to return home so quickly.  I have made arrangements for our Ambassador to take my place at the dinner this evening and in any further talks that should occur before a more senior representative can be sent.

Yours,

Andrius Vyntra
First Minister of the Autocracy

Considering the circumstances that have recently come to light, I completely understand the need for your return to your home. You are needed there far more than here at present. I am comfortable with your esteemed ambassador filling in here for you. Please feel free to contact me, should there be anything I can do.

From: Viastormin Vega
Presidente Commandante of The Draggonnii Socialist Empire

Viastormin sat back for a moment. Things had happened quickly for the most part, both with the ratification of the alliance treaty and with events concerning Hypocria.
Tonight, those gathered here would dine together but then some time away was in order.

Titus Drax had been a close friend of the Presidente Commandante and Viastormin would now pay his respects to the memories of that great leader.

OOC- sorry for the delay. Too much RL to get back to this sooner.

OOC: Anyone got anything else to do here, or can we skip to the dinner?

Feel free to run with it. I will be in when I have time between work, the DI, and the BoF.

Delegates,

Due to the current start of unrest in Hypocrium I have no option but to withdraw the Autocracy from the Alliance for Stability, Peace and Intra-Regional Entente with immediate effect.  We must first tackle the problems within our own borders before we can even consider the wider issues of the region.

"Throw out the loafers!"

Thomas Bashen was insensed. Hypocria had already withdrew from the alliance and it wasn't even a year old yet. He wanted to make sure that they would never come back.

"Just get them out! Throw them out and keep them there! Let the REAL friends of the alliance step forward."

"It's bad enough that we don't get any respect from either the SDL or SAAS but now we have people leaving, this CANNOT HAPPEN, I repeat CANNOT HAPPEN, so let's throw out the loafers and all unloyal members and make ASPIRE better."

OOC - Sorry for not getting back here sooner.

IC-

Viastormin Vega stormed through the Presidential Palace in Errion Vega. Outrage and complete astonishment were equally mixed over news that Hypocria had withdrawn from ASPIRE before things were even fully settled. Add to that the reluctance of Geisenfried to join in fully, and the new allince was taking major hits already.

Thomas Bashen of Milchama was right, it was time to see just who was in - and who needed to leave. The SAAS and SDL were not offering any respect for ASPIRE and it was far past the time to change that fact. And that would happen now. ASPIRE would be completely finalized and joint-exercises begun. It was time to make things happen.

Presidente Commandante Vega scowled once more. Andrius Vyntra would be dealt with soon enough. Viastormin had gone out on a long limb when he invited the Autocracy to join the talks of the new alliance. That limb had now been cut and there would be no second chances for anyone who wished to leave.
