ARCHON CITY, Khazaron

The capital city lays in flames as those loyal to the First Archon of Khazaron, James Khara, clash with those who are loyal to the old democratic government of Khazaron.

The clash between the two factions began when the First Archon refused the demands to allow for free elections in Khazaron, stating that "The chaos of democracy would never again taint this land." Upon hearing his reply, the Democratic Loyalists attempted to arrest the First Archon while he was on his way to a diplomatic meeting. The First Archon responded to this attempt by executing on the spot those responsible for it and ordering the arrest of those behind it.

When Khazaronian troops stormed the local headquarters of the Archons backing the Democratic Loyalists, a firefight broke out that resulted in the eventual destruction of the building and the starting of a fire that would claim several city blocks.

As the key Loyalist leaders flee the capital, the Khazaron military has adopted a scorched earth policy on any people or places suspected of being connected to the Loyalist movement. Word from the First Archon's office is that they are all being charged with High Treason and ordered to turn themselves in. If done so, the office says they will recieve a fair trial. So far not one person seems to believe it.

As the conflict continues to intensify and threaten to spill over to the surrounding provinces, the fragile infrastructure that once held Khazaron barely afloat in the global market, has for all intents and purposes completely ceased to exist. Rumors are that looting and rioting has become the norm throughout the capital and many nearby cities.

We are saddened to hear that such chaos has overcome the country of Khazaron, and we are equally disgusted with the actions taken by both sides. We are willing to lend a hand in anyway possible, but let it be known that we will be a neutral party.

The Free Republic will be neutral in this matter, and invites both sides to send a representitive to Lamoni.

Somewhere beneath the conflict riddled city the First Archon sat in a room with his military advisors, pouring over maps of the city that marked the strategic placement of their forces in relation to the Loyalists. Looking obviously frustrated the First Archon sat down and crossed his arms, looking at each of his advisors and the back at the map.

Just when it appeared that First Archon Khara was going to say something, a knock on the door to the tiny room came. Letting out a frustrated sigh, the First Archon waved his right hand. "Come in." he said in a gruff tone of voice. Into the room walked a young looking man wearing a dirty green camoflage outfit, with black jackboots that where caked in mud. The aide saluted the First Archon. "Excellency," the aide began "the Free Republic of Lamoni has offered to help resolve our dispute by allowing members of both parties to come to their capital to discuss the problem."

The First Archon let out a derisive snort. "Free Republic hmm? Gee, I wonder whose side in this little rebellion they'd take? I'm sure they'd had us roll out the red carpet for those infernal loyalists and let them take our country down the drain like the old government almost did, selling out to special interests."

The aide stode silent for a moment until he was sure the First Archon was finished speaking and the continued. "We've also recieved an offer of help from the nation of Nedalia. Although it clearly states that they will act as a neutral party." For a few moments the First Archon sat their quietly, staring at the maps on the old fold out table as he thought to himself, then he turned his attention back to the aide. "Tell Lamoni we will take them up on their offer of meeting with the Loyalists to discuss some sort of settlement and inform Nedalia that if they can help relieve some of the burden our economic collapse has caused, we would most welcome some form of assistance. Perhaps mention that they could meet with us in Lamoni if they want, provided the Lamoni don't mind that is."

Tha aide nodded and quickly left to go give the First Archon's reply to the two nations. With that the First Archon cleared his throat and smiled. "Now gentleman, back to the business at hand."

Recieving the message from Khazaron, it was presented to the President in the normal manner.

Scanning it, he instructed an aide to send a message to Nedalia that they were invited to come to the talks as well. The aide was also to instruct the Foreign Minister to recieve the important guests. The talks were to take place in the same mountaintop building that the FLMS alliance was forged in. Easily defended, it made a perfect place for diplomatic meetings.

Donny Stack relaxed on his leather chair, ready for another boring day of work. Nedalia's international activities had been limited to sports lately, with the politics of the country seemingly bent on becoming isolationist again. So much, infact, the Stack was having flashbacks of how life was like before they made contact with the outside world. He sighed and turned to the window to light a cigarette. Annoying habit, he knew, but he needed to calm his nerves a bit. A knock came at the door.

"Come in!" he bellowed. It was his secretary Marriane. "What is it?"

"Sir, its a message from Mr. Strand. He said to call him. It's urgent," she replied.

She was referring, ofcourse, to Nedalia's famous Minister of Foreign Affairs (and perhaps President Andrew Bren's closest friend), Dewars Strand. A highly important man, and the fact that he was calling on him must be an urgent matter.

Stack's official position was dubbed Advisor of Ministers, which was another way of saying that he relayed messages to the public and media when one of the Ministers couldnt. He had never actually spoke to Mr. Strand before, so he was anxious as to what this was about.

"Hello, Mr. Strand? Yes, this is Donny Stack. How do you do?"

"Ah, Donny. How are you? I wouldve called you in to my office, but I didnt want to send across town on something I could just relay to you on the phone. Listen, Donny, I have a very important assignment for you. You're young and you've shown amazing potential, potential which I want to put to use. Are you aware of the situation going on in Khazaron?"

"Yes, they have a rebellion going on. Apparently, some people are trying to bring the stability of the country down and overthrow the government."

"Yes, basically, but the media, ofcourse, portrays it to be that the government officials are the victims. The truth is, the rebellion has just as much justification as the defense of the government. We have been invited to Lamoni to moderate talks between the government of Kharazon and the rebellion, and I have chosen you to lead the Nedalian delegation there. We are firmly neutral in the matter, as our only concern are the safety of both the few Nedalians there and the Kharazonian people in general. I will send all the information we have on the country and the situation going on there later this afternoon. As for now, we have chartered a plane from Nedalian Airlines to fly you and your 6 man team over to Lamoni."

"That will do just fine, sir. May I ask, do I know the gentlemen I will be working with?"

"Yes, they've all worked with you before. I dont have time to go into details now, I have the issue of economic aid to the country to deal with, but rest assured, you are the man in charge of this assignment. The others will be there to take orders from you."

"As you wish, sir. I will get on it right away. Will you require anything else of me?"

"No, Donny. Just come home safe."

"Thank you, sir. Good day."

The First Archon and his cabinet ran across the windy runway at Khazaron International Airport. The plane that would bear them to the Free Republic of Lamoni was already gassed up and ready to go as they began to board. First Archon Khara stepped aside and allowed his cabinet to board first as he toke some time to confer with his personel aide, Johnathan Cair, on what the agenda was so far.

"According to our correspondence so far, the plan is to have the summit meeting on some sort of remote retreat in Lamoni, Excellency." Johnathan yelled above the roar of the engine. First Archo Khara nodded. "I see. What about the Loyalists? Did you make sure that they had their charter flight ready to go as well?" Khara responded.

Johnathan nodded. "Yes Excellency, just as you commanded." The First Archon smiled. "Good. A little goodwill may convince these Loyalists to see the error of their ways and come around to our way of thinking." Johnathan looked doubtful as he and the First Archon climbed the steps to board the plane. "And if they don't Excellency?" Johnathan shouted. The First Archon turned around and looked at him, still smiling. "We'll cross that bridge when we get to it." Johnathan nodded as they stepped on board and the steps where pulled up and the door to the plane closed.

Provided that they didn't run in to any bad weather along the way, the First Archon and his entourage should be able to make it to Lamoni in a couple of hours.

Looking over at the Foreign Minister, President Stone inquired if everything was in readyness for the summit.

"Yes, even down to the honor gaurd at the airport. You worry too much sometimes, Mr. President."

A Vremya gaurd came into the room, and it was time to go out to the airport to meet the foreign delegations. Getting into the handmade Limo, it sped off to the airport with it's standard escort of Vremya gaurds.

A rather small plane with two propellers stode ready on the lone landing strip at Lucia Regional Airport as Alexander and Stephen, along with about six other indviduals ran up to it and began hurridly boarding it. Alex and Steve toke the seats at the far back of the small plane and fastened their belts, watching as their comrades began boarding and storing their suitcases and bags in the overhead and under their chairs. Alex sat their with his head leaning down on his folded hands, a look of concern on his face. Stephen turned to his friend.

"Something the matter?" Stephen said. Alex turned to him and crossed his arms. "I'm concerned about how these negotiations will go, and about what the First Archon will try while we are there." Stephen nodded in agreement. "This has to be done just right. If we don't, it'll be back to the killing again." Alex toke a long breath and then let out a sigh. "I don't know how much longer we'd be able to hold out against the First Archon's forces, he has most of the military backing him."

Stephen smiled. "Relax old friend, everything will be fine. Our intel says that these Lamoni characters are quite trustworthy and impartial. I'm sure we can get a fair compromise out of these proceedings." Alex turned and looked out the window of the plane, watching as the men below made the final preparations. "I hope so. I truly hope so." Alex said as the plane began to move down the runway.

The door to the cockpit slid opened and out stepped Johnathan, quickly sliding the door shut again and making his way to the back of the plane where the First Archon was reclined in a chair, taking a breif nap. Taking his place in the seat next to the First Archon, Johnathan gently shoke his arm. "Excellency..." he said in a light tone of voice, so as not to startle, and possibly anger, him. First Archon Khara's eyes opened and he sat up, rubbing his eyes and turning to his aide. "Yes Johnathan, what is it?" the First Archon said in a groggy voice. "We are just twenty minutes away from Lamoni Excellency." Johnathan replied. First Archon Khara nodded. "Thank you Johnathan. Shall we go over the customs and culture of the region again? We want to make a good impression on these people, or at the very least avoid some international incident." The First Archon said this last part with a bit of a smile, almost chuckling to himself. Johnathan grinned in return and opened up his briefcase containing their limited intelligence on the Free Republic of Lamoni.

Twenty Minutes later...

The plane landed effortlessly on the runway and came to a halt. Inside the First Archon as his enterouge where hurridly scurrying about, trying to get their belongings organized and in the right positions for the exit from the plane. It had been agreed that the First Archon would be the first out of the plane, followed quickly by his aide Johnathan Cair. After that the various advisors to the First Archon would follow, two at a time, down the stairs.

The First Archon was busy straightening his tie and jacket whent he pilot came out of the cockpit and opened the door and lowering the steps for the First Archon. Poping his head out for a quick look, First Archon Khara saw a delegation of what appeared to be Lamoni government officials and an honor guard. Smiling, the First Archon toke a deep breath and stepped outside onto the stairs, slowly decending them.

First Archon James Khara stands at six feet, two inches tall. He has short brown hair and blue eyes. His body still retains its' muscular build from his days of fighting in the guerilla movement against the old Khazaron government, and he posses a rather prominent scar along his right arm that he got while fighting in the Six Month War. He usually tries to keep this hidden with clothing as he is very concious about it. He is currently wearing a navy-blue suit with a grey tie, white dress shirt and black leather shoes.

His assistant is four inches shorter than he, standing at five feet ten. He as blonde hair and green eyes, a regular build and the same blue suit that the First Archon has, with the exception that his tie is red.


The First Archon walked halfway from the plane to the awaiting delegation and honor guard and then stopped. Bowing slightly, the First Archon said "On behalf of the people of Khazaron I thank you for such a warm reception."

At the head of the Lamonian welcoming delegation, President Stone decided to bow (as the First Archon had done so), and introduced himself.

"Welcome to the Free Republic of Lamoni. I am President Stone." He the proceeded to introduce the rest of the governmental figures in the recieving line. When that was finished, the First Archon was escorted to a waiting Khazaronian limo, which would take him to the summit. President Stone was going to wait for the other delegations to show, and then head for the meeting place in his own limo.

First Archon Khara thanked President Stone and boarded the limo, followed shortly their after by his aide Johnathan and his cabinet, each of whom thanked the President as the First Archon had done. The limo then proceeded to spirit away the Khazaronian Governments' delegation.

About thirty-five minutes later...

Another plane, much smaller than the first, landed on the runway and taxied up to just behind the Khazaronian plane. A few moments later the door opened and the stairs unfolded. The first two people to step out and descend the steps where Alexander Dinu and his friend and fellow Loyalist Stephen Anarus.

Alexander is six foot tall with dark blonde hair and brown eyes. He is wearing khaki pants, white shirt and a khaki jacket that is unbuttoned. His shoes are white sneakers.

Stephen is five foot nine inches tall and has red hair with brown eyes. He is wearing slightly muddied blue jeans and a white buttoned up dress shirt with black sneakers.


The two men waited at the bottom of the stairs for the rest of their delegation to descend and then proceeded forward to where President Stone and his fellow government officials where waiting. Alexander stepped forward and smiled extending his hand. "Greetings, I am Alexander Dinu, and on behalf of the supporters of democracy in Khazaron I would like to thank you for hosting these proceedings. Allow me to introduce my friend and assistant Stephen Anarus and the rest of our delegation." Alexander said this last part as he kept his left hand extended and motioned toward his delegation with his right.

Shaking Dinu's hand, President Stone welcomed him to the Free Republic, and performed the same diplomatic ceremony that he had done with the First Archon.

After the Democratic delegation had headed off to the meeting site in their own limo, he turned to the Foreign Minister, and inquired when the Nedalian delegation would be arriving.

Leave it to Nedalians to be late for an event, no matter of what importance. Khazaron's future was partly dependent on the Nedalian delegation headed to Lamoni for the talks, and they still managed to find a way to make sure they arrived late. This was contratry to the way Mr. Donny Stack, leader of the delegation worked, but alas, he could only hold his frustration inside.

The plane was just touching down as he looked out of the window. Lamoni's economy had recently, in UN terms, imploded, but you couldn't tell by the way the country looked. It was quite beautiful and definitely showed no signs that countries under economic pressure usually do. Stack was anxious to meet the Lamonian and Khazaronian officials, the first of such contact Nedalia has had with both. There was, ofcourse, the sale of an entire navy's worth of Lamonian made ships to the Nedalia military, but nothing of this political importance.

What was of concern to Stack, ofcourse, was the importance of the people he would be meeting. The Lamonian president, as well as the First Archon of Khazaron, were to be his on side in these negotiations, and the fact that he was entrusted in such a role showed great faith from both the government and the Nedalian Liberal Party.

He walked out of the plane, greeted immediately by Lamonian officials. Eager to get to business, and already running late, he was immediately put in a limo, headed towards what was to be a desicive meeting.

With the Nedalian delegation finally arriving on Lamonian soil, the meeting could finally begin. When President Stone made it back to the meeting site, he saw that the 'meet and greet' session was already underway. Taking some of the Lamonian Vodka that was set out for everyone, President Stone walked towards the table. If anyone wanted to say something to him, they'd have ample opportunity. Meanwhile, he had some things to do.

The First Archon and his delegation where waiting inside the conference room when President Stone and Mr.Stack and their respective entourages arrived. After talking for a moment with his aide Johnathan, First Archon Khara made his way over to where the Nedalian delegation and Mr.Stack where standing. Walking up to Mr.Stack, the First Archon extended his hand and smiled. "First Archon James Khara, but you can call Jim. I would like to personally thank you for responding to my people's need for aide."

As the First Archon was busy talking with the Mr.Stack, the Loyalist delegation entered the room. Alexander immediately walked over to where President Stone was and smiled, offering his hand. "I can't thank you enough for this. My only hope is that we can bring some form of peace and freedom back to my homeland." As the rest of the Loyalist group filed it, they where meet with some icy glares from the First Archon's delegation.

Donny Stack knew exactly why the First Archon had approached him first. With Nedalian money flowing into Khazaron in order to help bring some stability back to the country and help it's people suffer less, Nedalia sat in good terms with the Khazaronian government. However, unkown to the First Archon was Stack's first objective: to let it be known, firmly, to Alexander that the Nedalian funds were not to aid the government, but to aid the people. Stack was to assure both sides of Nedalia's neutrality in the matter. Only then could Stack move on to his 2nd objective.

"First Archon, it is with great honor that I meet you. Please, I insist, I shall call with the respect you deserve," Stack replied. "I hope that the funds my government has sent to Khazaron is finding a home helping the people of your fine country."

Stack carried the conversation with the First Archon, but his eyes were already starting to focus on the Loyalists, who were coming in by numbers. Alexander had made his move, going directly for Lamoni's President Stone, which could complicate things a bit. This was obviously a start of a battle of wits between the Khazaronians, each picking their respective sides, but Stack had to figure out a way to put an end to that.

Listening politely to the Khazaronian, President Stone smiled, and worked out a prepared line.

"You are quite welcome. It is the hope of the Free Republic that both sides in the matter can settle their differences in a fair and workable manner. I hope that you will enjoy your time here, and we have several optional trips for all of the delegations included in the schedule. In fact, that is going to be announced later on, but there's no harm in letting everyone know about that now."

Stone watched for a reaction from the Khazaronian.

The First Archon smiled and nodded at Mr.Stack. "Indeed they have. In fact, while we where in the air, on our way here, I recieved word from Archon City that your funds where already beginning to help alleviate the massive inflation due to the conflict. I only hope some day we would be able to repay your kindness to us."

As the First Archon was talking with Mr.Stack of Nedalia, Alexander continued his conversation with President Stone. "Tours?" he said with a bright smile coming to his face. "That would be wonderful later on. I was awestruck as we where on our approach in the plane by some of your beautiful scenery in this country. Tell me Mr.President, what beautiful spots do you have in mind to show us? If you don't mind my asking of course."

Meanwhile back at with the First Archon... "Perhaps we shall be able to work out something to the benefit of both countries here, along with resolving this nasty dispute between my government and the Loyalists." the First Archon said as he talked with Mr.Stack.

"We have arranged tours of the Lamonian history museum, Azertine National Park/Wildlife Refuge, and even to a sporting event of each delegation's choice in our capitol city of Nephi. We thought that it would help the negotiations to start on the right foot if everyone was relaxed instead of tense." Stone noted that Lamonian aides were talking to people in both of the other delegations with the same offer out of the corners of his eyes. "So," President Stone went on, "is Khazaron as beautiful? I've never been there."

Things looked like they were going fairly well so far. At least, no one had tried to kill anyone else as yet.

"Sir, I assure you that you need not feel you owe Nedalia anything. We cannot, and will not, sit idlely and watch your countrymen suffer. As long as we see the money being put to good use, then the money shall keep coming in. As you are aware, Im sure, our economy has done wonderfully well for itself, and our President hopes only the same for yours," Stack replied to the First Archon. He then continued, "Sir, I hope you do not mind me going over and introducing myself to the Loyalist delegation. It is important that I get to know them."

With that, Stack excused himself and went over to the Loyalists, introducing himself to each one of them, even striking up small conversation. His target, ofcourse, was Alexander, who was currently occupied by President Stone. Stack needed to make clear to Alexander that, if proven that he will spend the money wisely and for the people under Loyalist controlled land, then Nedalia would be willing to send a generous amount of funding in their direction as well.

Seeming to not get an answer from Alexander, President Stone walked over to where the democratic delegation was hovering about.

"Hello gentlemen, I trust that you are all feeling fairly comfortable. Is there something that you want to discuss before the optional tours start?"

OOC:Sorry about taking so long to respond, was really busy this weekend helping my mom move.

Alexander noded at President Stone and smiled. "Well Mr.President, we Khazaronians like to think so." he said chuckling to himself for a moment. "But in all seriousness we do have some rather beautiful, large, forrested areas in our country. Unfortunately for many of our businesses, these forests are good for little else then housing Lions and looking pretty. Khazaronian lumber is notoriously poor in quality, which is why we focused on becoming powerful port of trade instead of an exporter." Looking over for a moment, Alexander saw his delegation beginning to mingle with the Nedalian delegation, then turned his attention back to President Stone. "Provided that these negotiations go well, I was also wanting to seek government sponsorship for a national mueseum, to teach the children of their noble heritage."

Meanwhile the First Archon finished up his conversation with Mr.Stack. "Of course, protocol demands that you hear both sides of the argument. I need to introduce myself properly to President Stone anyway." With that the First Archon walked over to where President Stone was standing. Alexander seeing the First Archon's approach and observing that the Nedalian delegation was heading his way, excused himself from his conversation with President Stone and introduced himself to Mr.Stack. "Greetings" Alexander said with his right hand extended to Mr.Stack. "On behalf of the Khazaronian Democratic Delegation I would like to offer my thanks for your help in this matter."

The First Archon walked up to President Stone and bowed slightly and smiled. "Once again I would like to thank you for helping us in this matter Mr.President, and I must say I am looking forward to spending time in this beautiful country of yours. I overheard you mention something about a mueseum to Alexander there. What sort of things do you have in your mueseum pray tell?"

"The Lamonian National Museum holds numerous items from Lamoni's past. We have everything from a replica of one of the first Lamonian buildings, to a former Psipronian jet fighter, to captured Nova Roman equipment from when they foolishly tried to invade us; and a lot more.

IC: As to helping you in this situation, we like to think that we will really be helping both sides." Knowing that the democratic delegation was within earshot, it seemed like a safe thing to say. An aide came into the room, and nodded at President Stone. "It looks like the tours are ready to start if any of the delegations would care to take them. We've provided for all the security concerns, so nothing untwoard will happen. Now, if you'd care to take the tours, please board the limosines that you arrived in, and a guide will be with you on the trip."

Stack new what he was doing. Moving in on the Loyalist delegation, he had left the First Archon unattended. He knew President Stone would not lot that be, and as expected, excused himself from Alexander and moved towards the First Archon. This gave Stack the opportunity he was looking for.

He made his way to Alexander, introducing himself and getting the formalities out of the way. He wanted to make sure that Alexander felt that Stack was neutral in the cause, as that was vital. He said to Alexander, "I'm sure you are aware that we are sending funds to the First Archon and his government, but let me assure you, it is not so that they remain in power. We are concerned with the people of Khazaron, and the aid we have put forth is so their suffering could become less. The First Archon has assured me that the money is being used for exactly that cause. I want to offer the same aid to you. I understand there are Khazaronian territories under your command, territories you control. Those are areas the First Archon cannot send aid to. What I am proposing, Alexander, if you truly have the Khazaronian people in mind, is to allow us to begin doing the same with you in hopes of helping the people who live in areas under your control."

The First Archon nodded at President Stone's words and excused himself to gather up his delegation for the trip. After having a fews words with his aide Johnathan, the First Archon left, followed quickly by the rest of his entourage; boarding their limo that awaited them outside.

Meanwhile, Alexander continued his conversation with Mr.Stack of Nedalia. "That is very kind of you to offer such aide to me and my fellow Khazaronians..." Alexander turned his head for a second, noticing the depature of the First Archon and his party, and then turned his attention back to Mr.Stack. "I will greatfully accept any offers that you may give us, but you must know that however generous you might be, the future of my movement will depend on the outcome of the talks here. In order to stop the bloodshed and warfare that has torn our nation apart, the First Archon and I must work out some sort of agreement, in order for Khazaron to truly begin to heal."

At that moment an aide of Alexander's came over. "What's going on? Why'd the First Archon's party leave?" the aide asked. Alexander shrugged and looked at President Stone. "I don't know, perhaps President Stone does though." The aide nodded and Alexander turned to Mr.Stack. "I would greatly like to continue our discussion, but if you would excuse me for a moment." Walking over, Alexander bowed his head slightly in respect and smiled. "Mr.President, I was just talking with Mr.Stack of Nedalia when I noticed that First Archon Khara and his delegation left. Are you beginning the tours that you had mentioned previously?"

"Yes, yes we are. I'd just made the announcement. You didn't hear it?" President Stone thought that he might have to bring in some kind of PA system if people weren't going to be able to hear him from 5 feet away. "Would you like to take one of the tours? Personally, I think that the tour of the Lamonian History Museum is the best on the list; but it is up to you."

Alexander smiled politely at President Stone and nodded. "The Lamonian History Museum sounds just wonderful Mr.President. Will you be joining us on the tour?" Alexander said, then turned briefly back to his aide, who had been listening in on the conversation. "Gather everyone up and tell them to get back in the limo." The aide nodded and went about his task. "I'll join you shortly."Alexander said before turning his attention back to President Stone, awaiting his reply.

"Yes, I think that i'll join you at the museum. I get to see it so rarely in this job, after all. All the international squabbling and such gets to a drain. So, shall we be off?" Keeping his voice so that only Alexander could hear him, he said "In the interests of seeming to avoid favoring one side over the other, it'll be best if I went in my own limo. I hope that you'll understand. Maybe if you get your own country, and these talks may well come to that, you'll know what this job is like. I'll see you at the museum."

With that, President Stone went off to his limo, and left for the Lamonian History Museum.

Alexander nodded again in agreement with President Stone and moved downstairs to join his delegation in the limo. The limo quickly speed off towards the Lamoni History Museum.

'Things seem to be off to a good start.' Alexander thought to himself as he settled down inside the limo, taking time to look over a folder that an aide of his had just handed him.

In the Limo with President Stone was the Foreign Minister, and the head of the NIA (the National Intelligence Agency).

After President Stone had told the two about what had happened, he asked the NIA Director for his opinion on the matter. After all, the limo was routinely swept for bugs.

"Well, both sides may be getting along now, but the negotiations proper haven't really started yet. I think that the best possible solution to this 'problem' will be if the democrats were either given their own part of Khazaron, or even their own nation. As long as Khazaron doesn't invade them, of course, but we can provide security for that area if need be. It would even give us international prestige. Do you have anything to say, Mr. Foreign Minister?" The NIA Director didn't really like the Foreign Minister, so this was said with a sneer; which made President Stone wonder -again- if he ought to fire one of them.

"No. For once, I agree with my warlike colleague here. It's the most elegant solution to the problem, and those are what we get paid for."

The rest of the ride to the Museum was relatively quiet.

The First Archon sat in his limosine, conversing with his trusted aide Johnathan while looking over a folder with pictures of the members of the Loyalist delegation and their biographies and recent activites listed in a detailed report. Closing the folder, First Archon Khara turned to Johnathan. "Well Johnathan, it appears we'll have some work cut out for us once the negotiations begin. The real trick will be getting the Loyalists to accept our rule while keeping them happy." Johnathan nodded. "Indeed Excellency. The best way to handle the situation may be to offer some form of compromise to them, give them some of what they want, without completly destroying the Khazaron we've fought so hard to build."Johnathan said.

First Archon Khara looked out the window as they sped along the road and continued. "I suppose you are right. But these democratic types or so finicky about getting exactly what they want when it comes to the structure of government, it may prove easier said than done." The First Archon let out a chuckle, followed by a sneer. "Ironic that they preach of cooperation and compromise, yet when it comes to government they want neither." Johnathan nodded and chuckled as well.

President Stone arrived at the Museum, and watched the other delegations come in behind him. Except for Nedalia, that is (OOC:Since you said that you are normally late). They seemed to be late; again. 'What is it with the Nedalians?' President Stone thought, shaking his head. It wasn't like it was THAT hard to get to the museum, and if they were to somehow get lost... well, they were supposed to be following the others.

Noting that both of the other delegations had arrived and were waiting expectantly, Stone decided that it was better to start the tours now. "Gentlemen, it appears that the Nedalians are late -again-, but we can have people look for them while the tours start. If you'd care to come this way..." There was a big SCREECH, and the Nedalian limo arrived, landing in the museum parking lot after somehow managing to get airborne. Normally not one to deviate from his public pokerface, even President Stone had to stare at the limo in shock.

OOC: Nedalia, I thought that that would add some humor. Take it how you want.

OOC: Man that was so funny! :D Lamoni, dont worry, thats quite fine.

As usual, Stack's delegation couldnt find a way to stay on time, and save for that last minute rally race through the streets of Lamoni's capital, they wouldve missed the tours. Thankfully, however, the last second airborne stunt shocked the others into waiting for the arrival of the rest of the delegation.

Once inside the museum, Stack continued his conversation with both the Loyalist and the First Archon delegations, continually going back and forth. Before long, he had the reassurance of the First Archon about the use of the aid Nedalia was sending, and had managed to work out the outlines of a deal with the Loyalist to begin sending aid so that the people in the Loyalist controlled territories may be helped as well.

He was now setting himself up for the next objective; a way to broker a deal between the Loyalists and the First Archon. So far, they both have been pretty stubborn about compromising, so it wasnt as easy as it had first seemed. Hopefully, however, with the help of President Stone, Stack would be able to find a crack through them.

Halfway through the tour of the museum, President Stone was still shaking his head and muttering to himself over Nedalia's airborne stunt. His muttering had caused the museum guide to look over his way a few times, but he kept waving the man off when that happened. Finally ending up next to the head of the Nedalian delegation, President Stone asked: "So, what do you think of the place so far?"

Both the First Archon's and the Loyalist delegations where talking with the Nedalian represenatives, no doubt working out some finer points of the agreement betweent the groups. At one point, while conversing with a member of Mr.Stack's entourage, the First Archon excused himself and walked up to President Stone. "Mr.President, I must say that the Lamoni people do have quite a wonderous and colorful history from what I have seen so far. I have always been somewhat of a history buff myself. In your opinion what's the most signifigant historical act displayed here in the museum?" The First Archon turned to look at the President more directly, only to see that he had just interrupted him while he was speaking to Mr.Stack. Raising his hand the First Archon said "I'm so sorry, I didn't see that you where busy. Please forgive me."

Meanwhile on the otherside of the room, Alexander and a few of his aides looking over an exhibit when one aide turned to him and tapped him on the shoulder, pointing out the First Archon having what looked like a conversation with the leaders of the Nedalian and Lamoni delegations. "What do you suppose that is all about?" the aide asked Alexander. Alexander turned and looked, chuckled slightly and patted the aide re-assuringly on the shoulder. "Don't worry Thomas, I'm sure all he's doing is the obligatory political schmoozing. Just sit back and enjoy the museum for now." Thomas nodded at Alexander's words, although still visibly concerned, he then turned his attention back to the exhibit he had been viewing.

Meanwhile, back in Khazaron...

As the First Archon and his opponent, Alexander, where off trying to broker a lasting agreement between their two factions, things where beginning to come back to some semblance of order throughout the country. Due to the exectutive order issued by the First Archons' office and by the leader of the Loyalists, Alexander, most of the hostilities going on in Archon City and the surrounding countryside had ceased. Those that continued where usually hunted down and arrested by either side for endangering the peace that had finally come.

Now, with the help of the Nedalian aid package that had been sent to Khazaron, industries where getting back on track, rebuilding of the capital was taking place, and roads where now safe to travel on once again. Construction crews where at work everywhere, trying to undo the massive ammounts of damage that had been done, mostly in the capital, during the clash between Loyalist and Government forces. For the first time in several months, the Khazaron Government Airport Authority opened up all airports to do business again, hoping it would bring in an influx of even more trade and commerce to enhance the economy.

Even the military was benefiting from this peace and renewed vigor in the economy. With not much fighting going on anymore, the military was finally able to set up checkpoints and establish Police Centers throughout the provinces and capital, to ensure that the peace in the country would continue. A policy of non-hostility was towards known Loyalists was adopted by order of the Minister of Defense. Also, for the first time in almost a year, the recruiting offices where seeing an influx of people. It wasn't much mind you, but it was a start. Plus, with the boost to the economy, the military was finally able to start better equipping and training its troops.

The First Archon, after seeing President Stone was finally free, walked up to him with broad smile. "Mr.President I must say the Lamoni people have bright and wonderous history from what I have seen so far. Tell me, what do you believe is the greatest moment in your nations' history?"

Meanwhile the First Archons' aid Johnathan, and the rest of his delegation, began trying to mingle with the Lamoni and Nedalian delegations once again, making small talk and generally trying to have a good time. On a few occassions the First Archons' delegation would inadvertantly bump into the Loyalist delegation, providing for more than a few moments of akward silence, and even some rather unkind looks by both parties. Alexander saw this going on, shaked his head, and began to slowly made his way towards where President Stone was, only to find First Archon Khara talking to him. He then decided that it might be best if he approached the President later with his questions, and moved on towards a nearby exhibit, joined shortly thereafter by one of his delegation.

Stack turned around and saw it was President Stone who had approached him. The Lamonian President had been busy with both sides, and it was the first actual encounter with the Nedalian representative in the whole affair.

"I must say, Mr. President, your history is fascinating. Save for the recent economic woes your country has experienced, those two have much to learn from you."

The conversation continued on friendly terms, discussing everything from the recent football battles the two countries had gone through, which Stack took the pleasure of playfully teasing the Lamonian delegation about their 1 - 0 loss to the Lions in the AOCAF Cup, to Nedalia's 100% satisfaction with the ships that they bought from Lamoni. Finally, Stack turned the conversation back to the matter at hand.

"Mr. President, what do you think of this situation? I have just offered aid to the Loyalists so that they may help the people that live in the land controlled by them. The First Archon tells me that the aid package we sent to them, and still send to them, is being put to good use. My first priority was to make sure the people of Khazaron dont suffer, which is why I offered both sides aid. However, in the long run, we have to reunite the country, and I'm afraid it's on our two fine countries to restore unity in Kharazon. Do you have any ideas?"

Noticing that he had two people trying to talk to him at once, President Stone did the best that propriety would allow.

Turning first to Mr. Stack (after promising to answer the questions of the First Archon), President Stone said, "My government was thinking that we could have the democratic population should either have their own nation, or their own 'special autonomic region' inside Khazaron. Monitors from our two nations would ensure that the democrats weren't being unfairly treated by the Khazaronian government. Let me know what you think of that a little later."

Finally able to answer the question of the First Archon, President Stone next turned that way. "There are two ways to answer that. Before the Novvs Atlantian invasion, I would've said that it was when we helped our allies to crush Psipronia. After said invasion however, the best point of Lamonian history would be how we stood up to an aggressor, and acutally hurt him more than he hurt us. I'm sure that you heard that we were just a random target for the nation that now calls itself Nova Roma? Well, we like to think that we made them change their minds." A smile accompanied the pronouncement.

Looking over everyone gathered around, President Stone then asked if anyone else had any questions that he could answer.

The First Archon listened very intently to the President, before nodding his head and replying. "Yes, Nova Roma, they are right across our shores from us. I hear they are quite technologically advanced as well. That must have been some feat to fell their armies. Aren't they also a member of some regional organization?" The First Archon turned to one of his aides and snapped his fingers. The aide, he had been in a conversation with members of the Nedalian delegation, turned to the First Archon and bowed his head slightly. "What was the name of that group? You know, the one the Romans are in?" The aide squinted his eyes and thought for a moment and then smiled as he recalled the memory. "The Strategic Alliance of Autocrat States." the aide said. First Archon Khara nodded and waved his hand, signaling the aide he could go back to what he was doing, and so the aide did. "Anyway..." First Archon Khara said. "Wouldn't you be afraid that getting into a war with them would bring others in as well?"

As the First Archon continued his conversation with President Stone, Alexander slowly made his way through the crowd, glad handing the delegations and occasionally engaging them in some idle chatter, even the First Archon's delegation. Finally he ended up standing a few feet from where Mr.Stack, President Stone, and First Archon Khara where all conversing. Trying to avoid being rude, he turned to talk to some members of President Stone's party.

"Ordinarily, we would be concerned about that. However, it seems that all their supposed 'allies' did was to hide some troops in Nova Roman uniforms, and put them into battle. We keep a constant eye on them, though."

President Stone wondered whether the First Archon was hinting at something. Still, all he did was to ask the assembled group if there were any more questions.

With the tour wrapping up, Stack was pleased with how things were going. Alexander had been offered the aid the First Archon was receiving, and the First Archon had reassured Stack that the money was being put to good use. The safety net, incase talks faltered and no agreement was reached, was set up. Not only that, Nedalia now had its hands deep in the affairs of the Khazaron, with both parties receiving a substantial amount of aid, and promised investment, from Nedalia.

Heading towards the exit, Stack walked side by side with the Alexander, saying, "You know, we are optimistic about an agreement being reached between your side and the First Archon. We have to think about whats good for Khazaron, and I overheard President Stone suggesting a seperation of some sorts between Loyalist controlled territories and the land controlled by the First Archon. I, personally, want to see you two working together, not seperately. What is your take on the subject?"

As the tour of the Lamoni museum was winding down, the First Archon continued his conversation with President Stone. Thinking to himself for a moment at the question the President just asked him, the First Archon then turned to reply. "Well Mr.President, to be honest with you, one of the primary goals of the Six Month War was to try and bring security, peace, and new prosperity to a united Khazaron. The idea of splitting our nation apart would be most disagreeable to us. However, I am also confident that we will be able to find a nice solution to the problem, a compromise if you will."

Meanwhile, Alexander was walking next to Mr.Stack of the Nedalian delegation. "I completely agree with you Mr.Stack." Alexander said in response to his question. "I as well wish only what is best for Khazaron and her people. Despite what the First Archon might believe or has said about us, not all of us Loyalists are concerned only with profit and selling our country to the highest bidder, many of us wish to just see freedom flourish in our great nation. To that end, I will do whatever is necessary. If the situation calls for seperation, then we will." Alexander stopped in his steps for a moment and turned to Mr.Stack and smiled. "But lets pray that it doesn't come to that."

Getting the answer that he wanted from the First Archon, the tour wound down, and it was time to go back to the meeting place for some preliminary talks.

In his limo, the expected duo was in with him, and this time, President Stone let them the debate the matter while he reviewed what was going on elsewhere. The situation with the missing nukes in Latao seemed to be going as predicted, the First Archon's office had sent a congratulatory message for Lamoni's aide in the iceberg matter, and Latao was making other nations mad at them again (would they NEVER learn?).

As Stone finished with his musings, the limo had already made it back to the meeting place, and he walked back into the building, nodding to the Lamonian Army personell that were gaurding the building. Now he just had to wait for the other delegations to make it back. Just to help insure that the Nedalians made it back on time, he had had a tracking device planted on their limo. He was curious as to what they had been doing all this time that they were constantly late.

The First Archon and his delegation where the second groups to leave, their limo speeding away down the street and ten minutes after President Stone and his aides had left. Inside the limo, First Archon Khara and his aide Johnathan where discussing afairs of state. "How goes the reconstruction of Archon City Johnathan?" The First Archon asked as he was flipping through a folder containing pictures of the city and maps of the planned construction. "Quite well Excellency." Johnathan replied. "In fact, due to the Nedalian aide we are ahead of schedule." The First Archon nodded as he closed the folder and placed it next to him. "Very good. What about the military? How goes the effort to rebuild and re-equip the Khazaron military?" The First Archon asked. Johnathan sighed and looked at a folder he was holding then looked back at the First Archon. "I'm afraid that we are having trouble being able to fully equip our units. Recruitment is going as planned, but we just don't have enough equipment. Most of our weapons factories where hit hard during the recent revolt." The First Archon had a stern look on his face as he clasped his hands. "Inform the Minister of Defense that I am giving him my full authority to take control of the construction efforts to rebuild our defense industry." The First Archon said, to which Johnathan nodded. The conversation for the rest of the ride shifted to what the plans where for the coming talks with Lamoni, Nedalia, and the Loyalists.

As the First Archon and his delegation disembarked at the building, they turned to see the Loyalists arriving right behind them. Turning to his delegation, the First Archon smiled. "Come gentleman, this should be an interesting evening." A few chuckled as they entered the building.

President Stone heard the chuckling, and looked up to see the First Archon, Alexander, and their parties enter the conference room. Noting that Nedalia were the last ones to show up, AGAIN; he wondered what they were doing. He had people monitoring the tracking device on their limo, but he didn't want to make the others suspicious. So, he greeted the delegations.

"I see that we are all here except for Nedalia, AGAIN. Am I the only one who is wondering what is taking them so long?"

"Where the hell are you?!" the phone blared.

"Whatcha mean? We had to go get changed, cant show up wearing the same outfits as the museum tour!" cried out one of the delegate members.

"Well hurry up, theyre waiting for Mr. Stack!"

In the other room, Stack was just about ready. The formalities were over with, and now it was time for some serious business. He knew he would have to deal with the issue of seperation, but he honestly did not believe it to be in the best interest of Khazaron. He wanted to see the two sides work together. Somehow he had to get them to be one.

"Ready Mr. Stack? They say we're running late," called out his assistant.

"Running late? Nonsense. We're right on time. Lets go."

The First Archons' delegation, along with the Loyalists delegation, began to get seated and arrange a variety of dcouments and folders they had brought with them. First Archon Khara walked up to President Stone and laughed, a smile on his face. "I think Nedalia is taking the idea of being 'fashinoably late' a little to far, don't you Alexander?" The First Archon turned to the Loyalist leader who was standing right next to him and President Stone. Nodding and laughing a bit himself, Alexander responded. "Indeed that seems to be the case." Alexander said.

Over at the conference table the First Archons' delegation and the Loyalist delegation looked over with looks of concern and slight worry. This was the first time many of the First Archons' delegation had seen him so jovial, especially with a Loyalist. The Loyalists where showing concern, probably because they suspected this jovial nature as an attempt to lull them into a false sense of security.

As the two Khazaronian leaders laughed, the doors to the room opened again and in came the Nedalian delegation. Stifling their laughter, the First Archon smiled and bowed slightly to Mr.Stack as he entered.

Waiting until the Nedalian delegation had been seated, President Stone started the talks with a VERY short speach:

"The Free Republic thanks the Khazaronian, Loyalist, and Nedalian delegations for showing up in our country for these talks. Unless someone has objections, the Nedalians have the floor."

Stone sat back and waited for what he was sure would be an interesting negotiation.

First Archon Khara and Alexander quickly seated themselves with their respective delegations as soon as the Nedalians began arriving and finding their place at the table. After listening to President Stone make his short speech, the First Archon turned and looked across the table at the Loyalist delegation and then to Mr.Stack, to await what he had to say.

Alexander was busy conferring with one of his aides while President Stone was making his speech, but was careful to quiet down as soon as he mentioned the Nedalians, turning respectfully to the delegation as the talks began.

"To all those in attendance today," began Mr. Stack, "I bid welcome on behalf of the great nation of Lamoni. I have never been one to beat around the bush, so I will proceed directly to the matter at hand. The situation in Khazaron is very close to spiralling out of control, and indeed, if we cant find a solution today, we may be looking at all out civil war. Considering the amount of investment Lamoni and Nedalia have put in the fine nation of Khazaron, it is something that neither side wants to see. More important than that, however, is the humanity aspect of it. It is foolish, in our eyes, for innocent people to suffer in this civil war. As both sides are aware, aid has been offered to the Loyalists and the First Archon to make sure that the suffering of the people is minimalized. There has been talk of seperating the two territories, but we believe there can be a better solution. We want to see both sides working together, and with the unconditional support of the Nedalian government, start a new unity government that represents both sides. Any questions?"

The First Archon shoke his head in answer to Nedalias' question, standing up out of his chair and smiling at the delegates at the table. "The sovereign government of the Dominion of Khazaron agrees with the honorable Mr.Stack of Nedalia. Unity must be had. Through unity, there is strength, through strength there is power, and throuhg power there is peace. Let us all strive ever onward towards peace." With those words the First Archon sat back down in his chair, casually looking over at the Loyalist delegation, in particular Alexander, across the table.

Several members of the Loyalist delegation appeared to be notcieably uncomfortable with the First Archons' choice of words. Yet, for the most part they kept their quiet, as their leader stode up and nodded to Mr.Stack and then the First Archon. "Agreed. We want nothing more than for the people of Khazaron to have peace, after so much bloodshed." With that Alexander sat back down.

Sitting back without saying anything, President Stone thought that the conference was going well so far, but they had yet to really get started. He would wait until they actually started tackling the issues at hand before getting involved.

The First Archon nodded at Mr.Stack and smiled as he stode up once again, smoothing out some creases in his suit. "Gentleman..." First Archon Khara said as he gazed around the room at those seated at the table.

"As you are all no doubt aware, my government and its' people are no fans of democracy. We have seen in our countrys' past how democracy is used time and time again to the advantage of those who would seek to oppress others, and sell our nations' children as slaves to corporate machines and the priveleged. No longer shall this happen, no longer shall we tolerate it. That is what the Six-Month War was about, it was about ending the oppression of democracy and the unstability it can cause by encouraging people to debate and argue, rather than act. The time has come in Khazaron to evolve beyond just caring about ourselves, as democracy encourages, and care about our people as a whole. First Archon Khara cleared his throat, only to be interuppted in his speech by one of Alexanders' aides shooting straight up from his chair. "You can't be serious!!! This is outrageous, there's no way we..." Before the aide could finish his sentence, Alexander turned to him and gave him a cold look, and the aide sat back down as those sitting next to him attempted to calm him down. Smirking to himself as he toke a sip from a glass of water, the First Archon continued.

"If the honorable aide of Mr.Dinu would let me finish. I was going to say that in order to make this idea a more attractive one to those who would disagree with the majority of us, we are willing to come to a compromise with those who wish to have some form of democracy in Khazaron. We will not, however, allow democracy to return as it had in the past. Enlightenment has come to Khazaron, and it's not leaving."

With those last words, the First Archon sat back down and turned to look at Mr.Stack, nodding at him to signify that he was finished.

Alexander smiled and nodded at Mr.Stack and then slowly stode up.

"Gentleman, first off I would like to apologize for the outburst of my colleague here. He can be a tad over-zealous at times." Alexander said this last part while turning to give his aide another glare that would kill. The aide, smiled weakly and seemed to shrink back down inside his chair.

"As for the government, we of the democratic movement in Khazaron, or as the First Archon and his people like to call us: "Loyalists", wish for the re-establishment of democracy in Khazaron. This is not to, as the government would have people think, to pull Khazaron down into chaos and sell our children as slaves, but to try and bring the voice of the people back to the government. In the time since the Six Month War ended, and your government toke power Excellency, we have seen a radical drop in civillian participation, not to mention a growing feeling amongst some of the population, that the government isn't listening to them anymore. So many people feel like they are being left behind in this new age of yours. What we would like to see is the return of democracy so that people can feel like they can make a difference and be heard in their government once more."

Alexander nodded at Mr.Stack before sitting back down and clasping his hands, looking across the table at the First Archon, whom in returned nodded at him and smiled slightly.

When he heard the pronouncements from both sides, President Stone's assesment that this was going to be difficult was confirmed. Not yet seeing a chance to improve the situation, he kept quiet, but his concentration on the talks was broken by an aide handing him a message. 'Latao wants to hold talks with Starblaydia in Lamoni????' he didn't quite voice, but instead wrote a little note for the aide, which said: Prepare a place for the diplomatic meetings in eastern Lamoni, inform the parties when the place is ready, and then tell me.

The aide left with a nod after reading that note. Looking back at the talks, President Stone figured that he'd be asked about what just happened.

The First Archon was sitting down, casually flipping through a folder that contained various bits of information on the members of the Loyalist delegation, when he noticed out of the corner of his eye an aide coming in to speak with President Stone as Alexander was finishing his speech. Closing the folder, and waiting for Alexander to take his seat, First Archo Khara then turned to President Stone and motioned to door the aide had just left through. "Please excuse me if I sound rude, but I hope everything is ok?" There was an obvious ammount of curiosity in his voice.

Alexander, looked curiously at the First Archon. Apparently he had been oblivious to his surroundings as he spoke and did not notice the aide entering. One of Alexanders' entourage leaned in and whispered to him what had happened. Nodding at the aide, Alexander then turned to President Stone to see if he would answer.

Noticing that everyone was looking at him, President Stone decided to just tell the truth.

"It seems that these won't be the only talks to take place in Lamoni. Starblaydia and Latao have agreed to hold talks in the eastern part of Lamoni."

Just as Stone was about to say something more, the aide came back with another note. Stone skimmed it, then read the highlights of it out loud: "It appears that Latao is suing Starblaydia for invading them. I know the Starblaydi Lord-Protector well enough to KNOW that there is no way in hell that Starblaydia is going to pay Latao any 'damages.' Tiberius Starblayde is going to consider it extortion, which is what it really is. Starblayde might just decide to bomb Latao for the hell of it."

The First Archons' eyebrows perked up as President Stone finished speak. Smiling slight he addressed the President. "Correct me if I am wrong, but wasn't it Latao that began this ordeal as the aggressor? Weren't they the ones threatening to use nuclear arms against other nations? Wouldn't that make them the ones who should pay reparations?" First Archon Khara folded his hands and smirked, then raised his right hand and gestured, dismissing the issue. "But then again it's none of my business what two nations do to each other. So long as Latao dosen't threaten my people, he is of little concern."

Alexander watched closely as the First Archon spoke and nodded in agreement with what he said. "I agree with the First Archon, for once at least. But I am concerned about what is going in with this nation Latao." Pausing for a moment to look down at a folder an aide just handed him, Alexander then continued. "Correct me if I am wrong, but doesn't Latao have nuclear weapons at their disposal? I would hope the primary purpose of these talks would be to secure those weapons to prevent any unstable individuals from using them." Alexander leaned back in his chair as he, and the First Archon looked at President Stone.

"A very good question." Stone said. "Latao has lead us to three nuclear weapons, but we suspect that there might be more hidden somewhere in Latao. We just don't know where. Fortunately, we self-destructed most of Latao's nukes, but there are discrepancies as to how many they have left. If Starblaydia bombs them, they might try to use the remaining nukes against Starblaydia, who has SDI. That would make Starblaydia bomb Latao back to the Stone Age."

Both the First Archon and Alexander listened very intently at President Stone. After Stone finished speaking, the First Archon cleared his throat. "As strange as this may seem to some present, I agree with Alexander." A couple of aides in both parties chuckled at the First Archons' words. "Something must be done about those nuclear weapons, they pose a threat not just to the neighbors of Latao, but the whole region. If Latao tries something with them, I can't guarentee that my government will remain neutral." Looking over at Alexander the First Archon bowed his head slightly. "Forgive me Alexander, I did not presume to speak for you."

Alexander shoke his head. "As I said, I agree with your stance. If Latao tries to keep pushing the situation, which is dangerously close to the brink as it is, then we may have to do something. It would be a heinous neglect to our people's well-being if we didn't." With that, Alexander turned back his attention to President Stone and Mr.Stack, as did the First Archon.

Trying to keep the subject at hand from drifting to the on-going and volatile Latao crisis, Stack looked up to the First Archon and asked what he thought was a very important question:

"First Archon, what are your claims to the throne? In other words, how and why did you become the First Archon? I am unfamiliar with Khazaronian history, so please excuse the bluntness of the question."

The First Archon smiled politely and nodded at Mr.Stack. "No need to apologize Mr.Stack. To answer your question though, I became First Archon after a rather brutal civil war in our country. Our people got tired of having the corporations and special interest group oppress us through the veil of "democracy", so we decided to put a stop to it. After the corrupt government was gone, we set up a provisional government that would last until something more permanent could be decided on. We decided on the names of Archons because it harkens back to ancient times when the wise ruled the independant city-states. I became First Archon, because well, my people chose me too. Those of the revolution at least. Which, if I might add, was a substantial part of the population."

Alexander looked like he wanted to say something, but seemed to be waiting for the conversation between First Archon Khara and Mr.Stack to be finished before he interjected.

Now that the talk had returned to internal Khazaronian matters, President Stone settled in and listened to the others. When the time for the first scheduled break came, he handed a note to the same aide that had handed HIM the notes, watched the aide read it, nod and run off to take the appropriate measures.

-RANDOM LAMONIAN ARMY BASE-

The effects of the note could already be seen a few hours after it was acted upon. At this army base, the Lamonian 5th Mechanized Infantry division was administratively 'attacking' the Lamonian 10th Mechanized Infantry division. The rest of the Lamonian military was also warming up in the preparations to strike at Latao should the situation warrant it. Any irrational nation with nukes was of concern to the Free Republic, and the entire region as well.

Alexander placed his hands on the table, looking at the First Archon and sighing a bit. "Please understand Excellency, that those of us in the 'Loyalist' camp do not advocate a rerturn to the oppression of the old regime. We realize what went on before is wrong, and we seek to change that, just like you do. But meaningful change cannot be had by completely abandoning all those tenants of democracy just because of a few bad eggs." Pausing for a moment to let his words sink in, Alexander then continued. "What we propose is a voice for the people in this new government of Khazaron, something that can make their concerns heard. If the people can have their voices heard, their would be alot less bloodshed in our homeland."

First Archon Khara nodded solemnly as he listened to Alexander speak, then folded his hands and looked directly at the man. "If I agree to such a proposal, for an elected legislature that brings the people's concerns to the government, will you agree to recognize my want for a strong executive position? One that serves for life, and is beyond the corruption and politicking that goes on in democratically elected positions."

There was a noticeable look of concern in Alexander's face as he sat back in his chair. Several of Alexander's aides seemed to begin muttering amongst themselves as Alexander thought to himself, then waved his hand to quiet his aides. "This bloodshed must stop Excellency. The only way I see that as possible now is if we make a compromise. We'll agree to recognize your want for a strong executive position, if you agree to the legislature, and one other thing." The First Archon's eyebrows perked up as Alexander said this. "We want an elected official serving in that legislature, that aside from serving a bueracratic role, will also be someone the people can choose, and even look to as something they have vested into the process of government." The First Archon nodded slightly.

"So what you propose..." The First Archon said. "...is to have an individual who not only serves as a chairperson, but also as a symbol for the people, giving them hope that this new government of ours can also work with democratic officials. A bridge if you will." Alexander nodded in reply. "I'm afraid that is the only way the fighting will end, is if we show them that we can work together, and that there is hope for our two ideologies." Alexander said. First Archon Khara smiled and leaned forward from his chair. "Agreed." he said.

The First Archon then turned to President Stone and smiled. "I think we can take the rest of it from here Mr.President. I and the Khazaronian people thank you for your aribtration in this matter of ours." Alexander smilled and nodded at President Stone in agreement with First Archon Khara. The First Archon's face turned more serious as he continued to look directly at President Stone, while Alexander and his delegation began to chatter amongst themselves about calling back home to make the announcement of the elections.

"I must say however, that I am deeply concerned over this situation with Starblaydia and Latao. With tensions running high between the two nations, and nuclear weapons involved, I would like to know if there is anything that can be done to help the situation?" The First Archon looked genuinely concerned as he said this. "As you have helped us, I would like to help you in this matter, if at all possible."

Thinking about it for a moment, President Stone began to see some interesting possibilities.

"There is something." he began, "The nations of Lamoni, Khazaron, and Nedalia would surely benefit from the peace and stability that would come if we could be entirely sure that Latao has no more nukes. Although, the only practical way to do so would be to invade Latao if they declare war on someone, or if Latao is attacked. Second, our three nations would benefit from an economic alliance, which would allow each nation to help the others."

The First Archon's eyes perked up at the mention of an economic alliance. Leaning forward on the table and still smiling, the First Archon nodded. "Agreed on the situation for Latao. They have proven to be more than a little unstable in the past, and that is something that is not needed when nuclear weapons are involved. I must say that my government's official stance right now is one of neutrality, but these nuclear weapons make it hard for us to remain so. If they where to be used, not just the target of them, but all in the region would be put at risk by fallout. My first duty is to protect my people."

Pausing a moment to take a breath the First Archon then continued. "As for an economic alliance, I am most anxious to hear more about it. As you probably are aware, my country is having trouble getting off the ground in concerns to inflation and trade. Perhaps an agreement between our three peoples will be able to not just benefit one but all. What sort of specifics did you have in mind Mr.President?"

"The Free Republic and Nedalia would continue to help Khazaron's economy rebuild, and as a side benefit to Khazaron, we can give you military assistance in the form of giving you some of our B5Tech era (compareable to the stuff used by America in Desert Storm) military equipment, as well as training. To be fair, we'll distribute the equipment to both sides in Khazaron, and then Khazaron can do what they will to the equipment. I shall let Nedalia describe what they would want to do for the specifics, but that is what i've thought of so far. Any thoughts?"

This was looking better and better, President Stone thought.

Both the First Archon and Alexander seemed visibly pleased with the initial proposition by President Stone. "I appreciate your help, especially with the new technology you are offering my government. Our military has suffered from years of neglect under the old regime, and could use a shot in the arm."

Alexander nodded. "We of the Loyalist delegation appreciate the help as well. In the long run it is our hope that help to both sides will be helping the Khazaronian military as a whole. Now that peace has been achieved, we would hope that some form of integration between our two forces can be had, to provide for less conflicts." The First Archon turned and nodded in agreement with Alexander. "Agreed." First Archon Khara said. Then both the First Archon and Alexander turned to Mr.Stack to see what Nedalia would say in regards to the proposed economic alliance.
